5) Identify, evaluate and designate significant historic and archaeological <br />resources. <br />An archaeological survey identified a number of potential archaeological sites <br />in the City of Elk River. This information has all been cataloged with SHPO <br />and site forms have been filed with the office of the State Archaeologist. <br />The current proposed archaeological excavation will allow for detailed <br />evaluation of two of the most significant sites identified for potential <br />designation as sites for local historic preservation or nomination for the <br />National Register, if applicable. <br />6) Encourage appropriate management and treatment of historic resources. <br />All data collected (photographic materials, sketch maps, research files, <br />artifacts, etc.) will be indexed and placed in the care of the Minnesota <br />Historical Society. All work on this project will be in compliance with the <br />Secretary of the Interior's Standards and Guidelines for Archaeology and <br />Historic Preservation, particularly the Standard for Identification, Evaluation, <br />and Registration published in the Federal Register of September 29, 1983. <br />An intact mill foundation has the potential for statewide significance. <br />Conducting a Phase I Archaeological Survey prior to excavating adjacent to <br />such a site models appropriate management and treatment of historic <br />resources. It is the city setting an example for those it regulates. <br />#11-Project Product <br />The project will provide the City of Elk River with specific information (photographic <br />materials, sketch maps, research files, artifacts etc.) on the two excavation sites. This <br />information will then as rationale to place the sites in local historic designation or <br />nomination for the National Register if applicable. The data collected will be indexed and <br />placed in the care of the Minnesota Historical Society. <br />#12 -Community Support <br />The Elk River Heritage Preservation Commission (HPC) has identified the work described <br />in this application as their priority effort for 2005. The Elk River City Council is fully <br />supportive of the HPC's efforts and has demonstrated this support by budgeting $5,000 <br />toward the project. <br />Additionally, the owners of the proposed excavation sites are in support of this work. The <br />Elk River Area School District and Saint Cloud State University are also considering how <br />they can incorporate this project into their curriculum. The Sherburne County Historical <br />Society is intimately involved in the effort behind the project. <br />
