This table makes it clear that the MnDOT and Anton, Lubov studies are really very <br />similar in their assumptions. Only three line items are different between the two studies. <br />ALA changed four assumptions that had been made by MnDOT. These had the effect of <br />raising the estimated benefits for commuters time and parking cost savings and raised the <br />capital cost by the $24 million needed to connect the Northstar Rail to the Hiawatha light <br />rail. <br /> <br />On the other hand, the PB study of the Elk River line differs very substantially from the <br />two studies of the Northstar Commuter Rail. The benefits for the Elk River line were <br />estimated as about one-eighth of the benefits estimated for Northstar while the costs are <br />about half of the costs for the longer rail corridor. The key assumptions that produced <br />those differences are discussed in the next section. <br /> <br /> <br />
