Non-Statutory Findings <br />The Task Force discussed characteristics of the EDA and recommends for <br />further deliberation by the Board of County Commissioners the following: <br />Membership <br />^ Nine members on the Economic Development Authority <br />^ Geographic representation from across the county <br />^ City and township representation <br />^ At-large representation <br />County Duties <br />^ Responsibility for economic development will remain in the County <br />Administrator's office at this time; no changes in county staffing are <br />anticipated. <br />According to the statute, if there are 9 members on an Economic Development <br />Authority, at least 2 must be County commissioners. The committee noted that if <br />3 of the 9 are county commissioners, then additional meeting notice <br />requirements may apply. <br />Although the Task Force prefers a nine member EDA, the group considered that <br />the County Commissioners may be wary of establishing such body. The task <br />force therefore further recommends that the EDA be subject to the following <br />requirements and explicit limitations: <br />^ Bylaws of the new EDA must be approved by the County Board <br />^ Annual operating Budget and plan must be approved by the County <br />Board <br />^ Any levy must be approved by the County Board <br />^ No bonds may be issued without the approval of the County Board <br />^ EDA actions must be consistent with the Sherburne County <br />Comprehensive Plan <br />^ All development plans must be approved by the County Board prior to <br />implementation <br />^ EDA must submit an annual report to the County Board of <br />Commissioners <br />18 <br />
