Basically, the existing driveway will <br />have to be reconstructed to intersect with the new driveway constructed by <br />the church and create one access point onto Gates. (See attached sketch). <br />This will provide for safer turning movements for all vehicle traffic in this <br />general area. <br /> <br />Improvements along 4th Street <br /> <br />The proposed plans show an improved island along the north side of 4th <br />Street just east of Irving. This island is actually within 4th Street right-of- <br />way; however, is necessary to define the angled parking and public roadway. <br />It is staffs understanding that the improvements shown along 4th Street will <br />be part of the church's project and paid by the church. (See attached memo <br />from Terry Maurer). <br /> <br />Site Plan Review <br /> <br />As part of staffs memo to the Planning Commission dated 4/23/96, a <br />complete list of site plan review comments have been included. Based on the <br />revised development plan submitted by the church's architect, a large <br />majority of these issues have been addressed in one way or another. <br /> <br />Planning Commission Recommendation <br /> <br />The Planning Commission recommended approval of the conditional use <br />permit for St. Andrew's Catholic Church to construct a 23,000 square foot <br />church facility and new parking lot with the following conditions: <br /> <br />All of the site plan comments outlined in the report to the Planning <br />Commission dated April 23, 1996, be addressed and incorporated into <br />the revised development plans. <br /> <br />All of the comments contained in the City Engineer's memo dated April <br />17, 1996, be incorporated into the revised development plans. <br /> <br />o <br /> <br />All of the comments from the Fire Chief be incorporated into the <br />revised development plans. <br /> <br />Additional landscaping be provided between the parking area in the <br />southeast corner and the residence towards the southeast. <br /> <br />Recommendation <br /> <br />s:\councilNcu96-6.doc <br /> <br /> <br />
