Memo to Mayor and City Council Page 2 <br />May 20, 1996 <br /> <br />parking lot facility and upgrading of the current parking facility will be <br />included. Primary access points into the new church parking lot will be off <br />Gates Avenue along the north property line, off of 4th Street at the current <br />access point just east of Irving and a newly established driveway <br />immediately north of Holt Street. <br /> <br />The new church facility will require the removal of one building from the <br />church campus. However, the existing rectory, church and school will all be <br />left in place and continue to be utilize by the church. In total, the St. <br />Andrew's campus will have approximately 54,000 square feet of building <br />space when the church is finally completed. <br /> <br />Surrounding Land Use <br /> <br />Immediately northeast and southeast of the proposed church facility are <br />existing single family homes. As part of the development plans, it has been <br />recommended that additional landscaping be provided along the parking <br />areas to protect and buffer the residential areas from the newly installed <br />parking area. At the Planning Commission meeting, the resident in the <br />southeast corner did express concern regarding vehicle lights shining in the <br />direction of the existing home. The revised development plan will reflect <br />additional landscaping to mitigate the resident's concerns. <br /> <br />Parking <br /> <br />As mentioned, the new church facility will also include a new parking area to <br />accommodate approximately 275 on site parking stalls. Based on the 1,000 <br />seats proposed at this time, the ordinance requires 333 spaces be provided on <br />site. However, staff believes that the proposed improvements will certainly <br />improve the current situation and reduce the amount of on street parking <br />that currently exists. This is not to suggest that there will no longer be any <br />on street parking because, much like any other church, on street parking may <br />be a common occurrence. The church has expressed some interest of possibly <br />pursuing the opportunities to expand the parking further to the east at a <br />later point in time which will again provide additional on site parking. <br /> <br />Northerly Driveway onto Gates <br /> <br />At the point of the church's new driveway intersection with Gates, there is an <br />existing driveway from a residence which also accesses onto Gates. This <br />existing driveway will be directly affected by the church's construction of a <br />new driveway onto Gates. Staff has sent a letter to the owners (Opportunity <br />Workshop, Inc.), explaining the proposed improvements.
