Notes to Planning Commission. continued April 30. 1996 Page <br /> <br />3: Is the proposed zoning restriction the least drastic means necessary to achieve that legitimate <br /> government purpose. <br /> <br />Emere_ency Management in Communi~ Planning: <br /> <br />Emergency management and planners must work together. There are four areas or emergency <br />management: <br /> <br /> 1: Mitigate: Any action taken to permanently eliminate of reduce the long-term <br /> vulnerability to human life and property from hazards. <br /> <br /> 2: Prepare: Action taken in advance of an emergency to develop operational <br /> capabilities and facilitate an effective response. <br /> <br /> 3: Respond: Actions taken immediately before, during, or after an emergency to <br /> save lives and minimize property loss. <br /> <br /> 4: Recovery: Activity to return vital life support systems to minimum standards <br /> and long-term activities designed to return to normal. <br /> <br />As planners, we could be starting at any of the above and revolving around the loop. There are three "C's" <br />of emergency management planning: <br /> Communicate <br /> Coordinate <br /> Cooperate <br /> <br />Parliamenta~_ Procedures_for Comtnissiottcr$; <br /> <br />David Allor, Professor at School of Planning, was the speaker at this seminar. It was very informative. <br />Professor Allor discussed in great detail all of the motions and actions as I have listed on the attached <br />article that he wrote for the Planning Commissioners Journal. Fall 1995 (See appendix "a"). <br /> <br />A few highlights from his discussion:, <br /> <br />- Robert's Rules has no provisions for public hearings. <br />- Audio tapes should be saved thru judicial appeal. <br />- Public hearings should be opened and closed with a motion, second, and vote. <br />- Voting should be done by random roll call. <br />- Applicant may not contract your vote. You should not negotiate with applicant after <br /> the public hearing is closed. <br />- To declare a conflict of interest, Professor Allot feels you must leave the council chambers. <br /> <br />Our Town - Planning Commission Meeting: <br /> <br />I was a participant in a mock planning commission meeting that was quite real-life. It was interesting and <br />informative to see how the planning commission meeting should go. (The City of Elk River rates pretty <br />high compared to some communities.) <br /> <br /> <br />
