Elk River City Council Meeting Page 5 <br />May 13, 1996 <br /> <br /> Status of Transpodation and Park Plan - Chair Dillon indicated that Planning <br /> Commission would like to know the status of the Transportation and Park Plan. <br /> Mayor Duitsman indicated that he has not scheduled a public hearing for the <br /> Park Plan as of this date. He indicated that he plans on scheduling a public <br /> hearing in the next few months for the Park Plan. He further stated that the <br /> Council will have to talk about the Transportation Plan in the future. <br /> <br />Trails and Sidewalks - Chair Dillon indicated that the Planning Commission is in <br />favor of trails and sidewalks in developments in order to keep people off of the <br />sfreets. Councilmember Farber indicated that the City Council has a concern <br />with trails located behind homes due to safety issues. Mayor Duitsman indicated <br />that the city is in favor of trails and sidewalks with the exception of trails <br />immediately behind residential homes. <br /> <br />Industrial Areas within the Urban Service District <br />Development within the Urban Service District prior to Water and Sewer - Chair <br /> <br />Dillon indicated the Planning Commission's concern regarding the lack of <br />industrial area within the urban service district. The City Council indicated that it <br />is aware of the lack of industrial areas within the urban service district. Mayor <br />Duitsman indicated that he is also concerned about the lack of industrial space, <br />but has no answer at the present time. <br /> <br />Mayor Duitsman indicated that the Council will hold another worksession <br />regarding extending services to the eastern area of the city. He further indicated <br />that another public hearing will also be held. Mayor Duitsman stated that <br />extension of services to the eastern area of the city may expand some of the <br />industrial areas. <br /> <br />Pat Klaers indicated that the appraisal for water and sewer trunk assessment to <br />the eastern area of the city is included in the packets. He further indicated that <br />the focus of this appraisal is to have more industrial lands available. <br /> <br />COUNCILMEMBER HOLMGREN MOVED TO CALL A SPECIAL MEETING OF THE CITY <br />COUNCIL ON TUESDAY, MAY 28, 1996, AT 6 P.M., FOR A COUNCIL WORKSESSION TO <br />DISCUSS EXTENSION OF SEWER AND WATER TO THE EASTERN AREA OF THE CITY. <br />COUNCILMEMBER FARBER SECONDED THE MOTION. THE MOTION CARRIED 5-0. <br /> <br />7. Other Business <br /> <br />Request for Expenditure of Funds for Park Improvements <br /> <br />COUNCILMEMBER SCHEEL MOVED TO APPROVE THE FOLLOWING FOR DESIGN AND <br />PLANTING IMPROVEMENTS WITH THE FUNDS TO COME FROM THE BIG WHEEL ROSSI <br />FUND: CHAMBER SITE -- $1,190, JACKSON SQUARE -- 5890, EDA SITE -- $175, CITY <br />HALL -- ,%365, FOR JANE PATi'EN AND MARY THOMPSON WHO WILL PLANT AND <br />MAINTAIN PERENNIAL FLOWERS AT THE ABOVE-MENTIONED SITES. COUNCILMEMBER <br />HOLMGREN SECONDED THE MOTION. THE MOTION CARRIED 5-0. <br /> <br /> <br />
