Elk River City Council Meeting <br />February 26, 1996 <br /> <br />Page 6 <br /> <br />The width of the cul-de-sac, and changing if from 32' to 28' which would <br />save approximately $2,000. <br />Street lights vs. individual security lights. <br /> <br />City Engineer Terry Maurer stated that all developers build everything in their <br />plat, which means extending roads fo the plat limits. The developer could <br />provide money to the City and not construct the entire road at this time. Terry <br />Maurer also stated that Elk River Utilities typically requires street lights at every <br />intersection. The City Engineer expressed a concern with reducing the cul-de- <br />sac width to less than 32'. Mr. Maurer suggested the Council reduce other costs <br />by ,$2,000 for Mr. Bowman rather than reducing the cul-de-sac width. <br /> <br />COUNCILMEMBER SCHEEL MOVED TO APPROVE THE PRELIMINARY PLAT FOR DAN <br />BOWMAN WITH THE FOLLOWING CONDITIONS: <br /> <br />A DEVELOPERS AGREEMENT BE PREPARED OUTLINING THE TERMS AND <br />CONDITIONS OF THE PLAT APPROVAL AND NECESSARY ROAD <br />CONSTRUCTION. THIS DOCUMENT NEEDS TO BE PREPARED AND EXECUTED <br />PRIOR TO RELEASING THE PLAT FOR RECORDING. <br /> <br />ADDITIONAL RIGHT-OF-WAY AND OTHER COMMENTS AS REQUESTED BY <br />ANOKA COUNTY BE INCORPORATED AS PART OF THE PLAT APPROVAL. <br /> <br />IF THE DEVELOPER IS GOING TO SAVE THE TREES ALONG THE NORTH <br />PROPERTY LINE, ADDITIONAL RIGHT-OF-WAY WILL NEED TO BE DEDICATED <br />TO ALLOW THE ROAD TO BE CONSTRUCTED WITHIN THE CENTER OF THE <br />RIGHT-OF-WAY. <br /> <br />THE CITY COUNCIL APPROVED THE WETLAND MITIGATION PLAN AND ALL <br />CONDITIONS OF THAT APPROVAL BE INCORPORATED INTO THE <br />CONDITIONS FOR FINAL PLAT. <br /> <br />ALL OF THE COMMENTS IN THE CITY ENGINEER'S MEMO DATED 1/17/96 BE <br />INCORPORATED INTO THE REVISED PRELIMINARY PLAT AND MADE A <br />CONDITION OF THIS APPROVAL. <br /> <br />DETAILED GRADING PLANS OF EACH OF THE STORM WATER <br />DETENTION BASINS BE PROVIDED FOR THE CITY ENGINEER'S REVIEW <br />AND APPROVAL. <br /> <br />o <br /> <br />A LETTER OF CREDIT IN THE AMOUNT OF 100% OF THE COST OF THE PUBLIC <br />IMPROVEMENTS BE PROVIDED PRIOR TO RELEASING THE FINAL PLAT FOR <br />RECORDING. <br /> <br />o <br /> <br />A SURETY BOND IN THE AMOUNT OF 2.r,% BE PROVIDED TO THE CITY UPON <br />COMPLETING THE STREET IMPROVEMENTS FOR A ONE-YEAR PERIOD TO <br />GUARANTEE THE QUALITY OF THE WORK. <br /> <br />A SEAL COATING FEE IN THE AMOUNT OF $6,600 BE PAID TO THE CITY <br />PRIOR TO RELEASING THE FINAL PLAT FOR RECORDING. <br /> <br />10. <br /> <br />TWO STREET LIGHTS BE PROVIDED, ONE AT EACH INTERSECTION FOR A <br />TOTAL OF TWO. <br /> <br /> <br />
