Mr. Steve Ach
May 18, 1995
• Page Seven
It is likely that a trunk wat~main loop will need to be provided through this
development. We are currently reviewing the City's model of their water
system and will provide t,~tis information to the Developer as soon as it is
available.
Connection to the existing',sanitary sewer system needs to be by an outside
drop rather than an inside'drop.
D. Other Issues
•

The Developer will havq to provide the normal street signs and street
lighting as recommended py the Elk River Municipal Utilities.
The phasing as described Iby the Developer is different than shown on the
submittal. Apparently Phase I will be at the south part of the development
near 193rd Avenue. This will likely only have one means of ingress and
egress, that being CSAH 1. It is important that when the second phase of
the development is constntd~ed, it be in a location that provides for a second
means of ingress and egre$SS from County Road 77.
This site will require aaj~NPDES permit from the Minnesota Pollution
Control Agency.
The transportation sectidrt of the Growth Management Plan showed
Highland Road coming th~'ough this property and curving down to connect
with CSAH 1 east of the railroad pathway. The draft Comprehensive
Transportation Plan shovyed an alternative of a Highland Road extension
crossing the railroad pat8~, and connecfing up with CSAH 1 further to the
west. At the time that )~1CPazk Center was developed, Freeport Avenue
through that development was not aligned with Highland Road. This was
an attempt to downplay the collector nature of Highland Road as an east-
west route between Prodbr and Jackson. Given these actions previously
taken, we would recommend that it is not appropriate to consider the
westerly extension of Highland across the railroad alignment, but rather a
layout similar to what is JDroposed with this Preliminary Plat.
Sherburne County has indicated they would like to acquire an additional 17
feet from this plat where ~t abuts County Road 77.
230/?58-1802.may
