MEMORANDUM Ver TO: Mayor & City Council FROM: Pat Klaers, City Ad is ator DATE: April 18, 1995 SUBJECT: Agenda Memo for Joint Meeting Joplin Street/Orono Road Intersection and the Fairgrounds Property The attorneys and staffs from the county and city have met to follow up on the proposed terms and conditions for the county to sell property to the city. On Tuesday evening, we hope to get approval of a memorandum of agreement that will allow this street and fairgrounds work to take place before the County Fair in 1995. Some of the terms and issues that County Administrator Dave Loch outlined for the City Council on 3/20/95 are still being discussed and worked on, but everyone is optimistic that an agreement can be reached. The city has • most of the responsibility for both parts of this project as our city road work is requiring changes in the County Fair layout. Regarding the actual price for the approximately 1.75 acres, a modified appraisal has been ordered. The city and the county will split the cost of this appraisal (under $500 each), and this appraisal report is expected next week (maybe before our joint meeting). It is hopeful that the memorandum agreement can be approved by both the City Council and the County Board on 4/18/95. If this cannot happen, the city may request permission from the county to proceed with some of the components of the project with the understanding that the final terms and conditions will be worked out. This may be necessary so that the project can be completed before the County Fair in 1995. The City Council should note that most of the city expenses related to the fairground parking lot are anticipated to be contracted out and not done by our city street crew. This is due to the scheduled work load of the city street crew in 1995. However, some work will be required from Phil Hals and his employees due to the timing issues. • 13065 Orono Parkway • P.O.
