MEMORANDUM <br />Ver TO: Mayor & City Council <br />FROM: Pat Klaers, City Ad is ator <br />DATE: April 18, 1995 <br />SUBJECT: Agenda Memo for Joint Meeting <br />Joplin Street/Orono Road Intersection and the Fairgrounds Property <br />The attorneys and staffs from the county and city have met to follow <br />up on the proposed terms and conditions for the county to sell property <br />to the city. On Tuesday evening, we hope to get approval of a <br />memorandum of agreement that will allow this street and fairgrounds <br />work to take place before the County Fair in 1995. Some of the terms <br />and issues that County Administrator Dave Loch outlined for the City <br />Council on 3/20/95 are still being discussed and worked on, but <br />everyone is optimistic that an agreement can be reached. The city has <br />• most of the responsibility for both parts of this project as our city road <br />work is requiring changes in the County Fair layout. <br />Regarding the actual price for the approximately 1.75 acres, a modified <br />appraisal has been ordered. The city and the county will split the cost <br />of this appraisal (under $500 each), and this appraisal report is <br />expected next week (maybe before our joint meeting). <br />It is hopeful that the memorandum agreement can be approved by <br />both the City Council and the County Board on 4/18/95. If this cannot <br />happen, the city may request permission from the county to proceed <br />with some of the components of the project with the understanding <br />that the final terms and conditions will be worked out. This may be <br />necessary so that the project can be completed before the County Fair <br />in 1995. <br />The City Council should note that most of the city expenses related to <br />the fairground parking lot are anticipated to be contracted out and not <br />done by our city street crew. This is due to the scheduled work load of <br />the city street crew in 1995.
