Transportation Update <br />October 13, 2008 <br />3. County Road 40 (Cleveland Avenue) <br />Page 2 <br />As I reported to the Council earlier this year, Sherburne County has decided to leave the <br />southern portion of County Road 40 in a gravel condition with the surcharge in place <br />over the winter months. The final paving of this road is anticipated to be completed in <br />the spring of 2009. The geotechnical analysis has indicated that the southern portion is <br />still settling a small amount and given the fact that there is limited development in this <br />area, Sherburne County has decided to leave the surcharge in place over the winter <br />months, hoping to completely consolidate the unsuitable soils for a better long term <br />bituminous surface. <br />4. Sherburne County's 2009 - 2013 Construction Program <br />There are no road reconstructions included in Sherburne County's construction program <br />within the City of Elk River. There are a few roads which the County plans to reclaim <br />and overlay. The first one is CSAH 13 from Tyler Street to County Road 33, scheduled <br />for 2010. It may be appropriate with this project to ask the County to include the same <br />type of treatment on Line Avenue from CSAH 12 to CSAH 13, since this segment of the <br />road sees a substantial amount of traffic and has significant cracking in its surface. <br />Also in 2010 is reclaiming and bituminous overlay of County Road 32 from CSAH 1 to <br />County Road 33. In 2012, the County plans a similar treatment on County -Road 30 <br />from Waco Street to Orono Parkway. <br />5. Local Projects Completed in 2008 <br />In 2008, we completed the reconstruction of the Deerfield 3`d Addition and the Irving <br />Avenue area. In addition, other projects completed in 2008 were the downtown overlay <br />and geometric improvements at Jackson Avenue and Main Street, the geometric and <br />signal modifications at School Street and Jackson Avenue, and also the replacement of <br />the TH 10 lighting is scheduled to be completed in 2008. <br />We have also completed an assessable overlay, as is the city's practice in even-numbered <br />years, and we undertook one of the largest sealcoating programs in the city's history in <br />2008. <br />6. 193`d Avenue Corridor <br />After several years of working through alignment and design issues, the 193` Avenue <br />Corridor extending the existing road over to CSAH 13 is scheduled for bid opening on <br />October 13, 2008. The project could begin construction with dirt moving this fall, with <br />completion of the roadway scheduled for the fall of 2009. As you are aware, this is a <br />project that has a number of funding sources, including Federal funds, Municipal State <br />Aid funds, a State Revolving Loan fund as an interim financing measure in addition to <br />local funds. <br />C:\Documents and Settings\jmillex\Local Settings\'Tempoxary Internet Files\OLK3E\10-13-08 Transportation Update.doc <br />
