MEMORANDUM <br /> <br />TO: <br /> <br />Jeff Beahen, Assistant Chief of Police <br /> <br />FROM: <br /> <br />Pat Klaers, City Administrator <br /> <br />DATE: <br /> <br />February 3, 2003 <br /> <br />SUBJECT: Terms for Promotion <br /> <br />First, I would like to congratulate you on the support you have from the City Council for <br />your promotion to the Chief of Police position. It was a strong and clear City Council <br />consensus that you assume the Police Chief position upon the retirement of Tom Zerwas at <br />the end of April 2003. This support from the City Council was expressed at the January 13, <br />2003 meeting and at this meeting I was directed to reach agreement with you on the terms <br />for your promotion. <br /> <br />With any newly hired employee or with any promotion within the city there is a required <br />orientation period. The orientation period can be as short as three months or as long as one <br />year depending on the position and individual involved. For your promotion to the Chief of <br />Police position, I believe that a six month orientation period is appropriate. This will be <br />sufficient time for everyone to evaluate how things are going and if there are any problems <br />that we are experiencing with your transition to Chief of Police. <br /> <br />Regarding the general terms and conditions of employment with the city, there are essentially <br />no changes from your current status. In this regard you will continue to receive the same <br />insurance, vacation time, sick leave, etc., as all regular full time employees. <br /> <br />However, there is one rather unusual condition for your promotion to Chief of Police. This <br />condition is that you obtain a four year college degree within your six month orientation <br />period. In the mid 1990's the job qualifications for the Chief of Pohce position changed and <br />a four year college degree became one of the minimum qualifications. I understand that you <br />are very near to completing your college coursework for your degree so it is not anticipated <br />that this requirement will be a problem. However, obtaining this degree is very important so <br />that you meet the minimum qual_ificadons for the position. If this condition of your <br />promotion is not met by the end of October 2003, then we will have to evaluate our options. <br />These options could range from providing you another six month orientation period to <br />complete this requirement to demotion and advertising for the Chief of Police position. <br /> <br />S/Admin/ Pat/ BeahenPromo <br /> <br /> <br />
