MEETING OF THE ELK RIVER CITY COUNCIL <br />HELD AT THE CITY OF ELK RIVER (UPPER TOWN CONFERENCE ROOM) <br />MONDAY, AUGUST I I, 2008 <br />Members Present: Mayor Klinzing, Councilmembers Farber, Gumphrey, Motin, and Zerwas <br />Members Absent: None <br />Staff Present: City Administrator Lori Johnson, Finance Director Tim Simon, Recording <br />Secretary Jennifer Johnson <br />Call Meeting To Order <br />Pursuant to due call and notice thereof, the meeting of the Elk River City Council was called <br />to order at 7:26 p.m. by Mayor Klinzing. <br />2. Consider Council A eg nda <br />MOVED BY COUNCILMEMBER FARBER AND SECONDED BY <br />COUNCILMEMBER GUMPHREY TO APPROVE THE AGENDA. MOTION <br />CARRIED 5-0. <br />3. Consider Consent Agenda <br />® MOVED BY COUNCILMEMBER GUMPHREY AND SECONDED BY <br />COUNCILMEMBER FARBER TO APPROVE THE FOLLOWING CONSENT <br />AGENDA: <br />3.1. AUGUST 4, 2008 MINUTES <br />3.2. PURCHASE RECYCLED PLASTIC FURNITURE FOR THE ARENA <br />OUT OF LANDFILL ABATEMENT FUNDS <br />3.3. PUBLIC WORKS AND PARKS COMPENSATORY TIME PAY-OUT <br />DATE CHANGE <br />MOTION CARRIED 5-0. <br />4. Toint Meeting_with Economic Development Authority <br />Pursuant to due call and notice thereof, the joint meeting of the Elk River City Counal and <br />Economic Development Authority was called to order at 7:28 p.m. by Mayor Klinzing and <br />EDA President Pat Dwyer. <br />The purpose of the joint meeting was to discuss options for development of land known as <br />Gateway Business Park and the surrounding area. Mr. Gongoll presented the staff report, <br />and asked the EDA and councilmembers to form goals for development of the area. He <br />asked for members to come to a consensus of who to market this property to, what type of <br />land is suitable for what types of businesses, and when do they want the property to be <br />developed in order to market it accordingly. He also discussed providing a status update on <br />recent development request proposals, and to re-examine the issues surrounding the <br />Gateway site and its surrounding area, given its proximity to the area of the Northstar <br />Commuter Rail. <br />
