(Use <br /> quantifiable terms such as the cost to clean out road ditches or tons <br /> of soil loss occurring). <br />{c) Is the problem causing area under-the control of the applicant? <br />(d} Identify public benefits resulting from the completed project? <br /> <br />(a) The placement Or rip rap would provide a long term solution to areas <br /> with current erosion problems. Erosion has steadily continued nortk <br /> of the projects completed in 1991 and 1994. <br />(b) The bank is severly eroded with a number of dead trees and holes in <br /> the riverbank. Floating debris covers the area of erosion during <br /> peak flows of the River. We would estimate a tremendous amount of <br /> soil is carried into the River, but it is difficult to put a quanti- <br /> fiable estimate on the problem. <br />(c) The land adjacent to the River is owned by the City of Elk River. <br />(d) We would see at least two public benefits from completion of this <br /> project. The first benefit would be to save~the riverbank and <br /> minimize erosion polluting the Mississippi River. The~second, long <br /> term benefit of saving the riverbank is to allow the City to plan <br /> construction of a boardwalk and park along the Mississippi River. <br /> <br />E-5 <br /> <br /> <br />
