relative to graphics and text, the material and labor costs fora 24"x48" banner is <br />approximately $200 each. Triangular banners would be approximately half that cost, given <br />half the material and therefore, less space for graphics and text. <br />C. Installation and Removal <br />The banners that have been displayed previously on TH 10 have been installed and removed <br />by the Elk River Municipal Utilities. Therefore, I requested information from Bryan Adams <br />relative to the cost of doing such. Bryan indicated that it generally takes a crew with a <br />bucket truck and a truck following approximately one-half day to either install or remove the <br />banners that have been displayed in the past. He put the cost of this effort at $750 for <br />manpower and equipment to either install or remove the banners. <br />D. MnDOT Requirements <br />I have had a brief discussion with Mark Renn, the MnDOT Permit Engineer for our area <br />relative to banner arms. He indicated MnDOT does have specific rules about types of <br />information, size of text, and colors that can be used on the highway right-of--way. Attached <br />is Sheet 13-10 from the Traffic Engineering Manual that Mark forwarded to me which <br />specifically talks about banners. Mark did indicate that just recently MnDOT has changed its <br />position on advertising businesses on the banner. They have allowed business names to be <br />placed on banners. An example of this would be the Ciry of Becker along TH 10. <br />Finally, Mr. Offerman has informed me that Connexus Energy has received the MnDOT permit <br />for installing the new lights and based on estimated material arrival dates, the work is scheduled <br />for the week of October 15``'. <br />Financial ImQact <br />As previously discussed with the Ciry Council, there is $100,000 in the 2008 CIP for TH 10 <br />lighting. The light poles and fixtures previously selected will cost approximately $80,000.
