City Council Minutes <br />April 23, 2001 <br /> <br />6. Key Financial Strategies Presentation <br /> <br />Page 3 <br /> <br />Rusty Fifield of Ehlers and Associates explained that this is Workshop #2 of the Key <br />Financial Strategies which focuses on "Operating Projections." Rusty presented the <br />Operating Projections portion of the workshop to the Council. This worksession <br />focused on General Fund activities. <br /> <br />5. Open Mike - Continued <br /> <br />Ernest Toth - Elk River -22191 Highway 169 NW - Expressed concerns about the <br />Barton Commercial Asphalt plant and how it affects his property. <br /> <br />7.1. <br /> <br />Request by Elk River Lion's Club for Shelter Expansion at Lion's Park, Public <br />Hearing- Case No. CU 01-03 <br /> <br />Mayor Klinzing noted that the Lions are requesting a conditional use permit to allow <br />construction of a 40 ft. x 108 ft. addition to the existing Lion's Park shelter. <br /> <br />John Weicht representing the Lion's talked about possible uses for the Lion's Park <br />Shelter expansion. He indicated that once the project is completed, the City would <br />be in total control of the building. He noted that the Lion's are also proposing to pay <br />the City $2,000 per year for the Lion's use of the building. The Lions are considering <br />using one office 20 hours per week, but would like the office dedicated solely to the <br />Lions. He further noted that the Lions would probably hold about 25-30 functions <br />per year in the building. <br /> <br />Discussion was held about the space capacity in the building for large gathering <br />events such as class reunions and weddings. John indicated that there would be a <br />service kitchen to allow catering and the room would hold 150 - 200 people. <br />Discussion was also held regarding Community Recreation officing out of the <br />building. Michele Bergh, Community Recreation Director, noted that some of the <br />Community Recreation events now at the schools could be held at the Lion's <br />building. Michele McPherson presented some operating cost estimates which were <br />derived from the existing costs at Emporium. The Council discussed the proposed <br />appearance of the building. Councilmembers Dietz and Kuester indicated that the <br />City wants to provide input on the building appearance and other issues such as <br />lighting and windows. Michele McPherson reviewed a preliminary concept of the <br />building which was drawn by Planner Chris Leeseberg. <br /> <br />The City Administrator noted that staff would bring the Council estimates on <br />landscaping, furniture, fixtures, and equipment to determine what the City's <br />investment will be. <br /> <br />Mayor Fdinzing opened the public hearing. <br /> <br />Cliff Lundberg spoke in support of the project. <br /> <br />Mayor Klinzing closed the public hearing. <br /> <br /> <br />
