FOCUS AREA "A" SITE DESIGN <br />RECOMMENDATIONS <br /> <br />The following points should be observed by the City staff and the <br />Planning Commission and City Council when reviewing development <br />proposals and when formulating long-term spending progrm-ns for public <br />improvements. <br /> <br />ELK RIVER VILLAGE CTIARACTER <br /> <br />The City considers it desirable to promote and maintain a physical <br />character which conveys the image that Elk River is a freestanding, small <br />town with historic roots, set in an agricultural area, and possessing sub- <br />stantial community cohesiveness. Ways in which to build that physical <br />character in Area A include: <br /> <br />Landscaping along Highway 10 to complement the extensive land- <br />scaping along Highway 169 in the northern part of the city and <br />which also acts as an entry and exit feature. Special emphasis <br />should be given to overstory deciduous landscaping at the intersec- <br />tion of TH 10 and Waco Street and at the TH I0 bridge over the <br />Elk: River. <br /> <br />Attractive entry signage near the western city limits or near the <br />Waco Street intersection with Highway 10. <br /> <br />Careful site planning in the industri,'d and commercial areas which <br />downplays track docks, outdoor storage, signage, and landscaping <br />which softens the buildings. <br /> <br />· Overstory trees in the front yards of homes. <br /> <br />41 <br /> <br /> <br />
