A major new area of public recreational open space would be <br />created in the Mississippi River floodplain with a pedestrian <br />and bicyclist access along Mississippi Road. <br /> <br />Two new neighborhood parks are planned, one north of <br />Mississippi Road and one to the south. Each should be <br />approximately three to slx acres in size. Additional neigh- <br />borhood recreation space would be provided at Orono Park <br />and the planned elementary school site. <br /> <br />Bicyclist and pedestrian facilities should be provided along all <br />collector and arterial roads. These may consist of concrete <br />sidewalks (in residential neighborhoods) or wide paved <br />shoulders or detached asph~t .paths (along Waco Street, <br />Mississippi Road, and Highway 10). <br /> <br />New collector roads should be built in general conformance <br />with the layout illustrated by Figure 4. Access to and from <br />Highway 10 would be limited to only six locations within <br />Area A to protect traffic flow ,and safety on the highway. <br />W'aco Street would be extended across the Elk River to con- <br />nect the northwestern portions of Elk River to Focus Area A. <br /> <br />New sanitary sewer and water services would begin to be <br />extended into Focus Area A from their present terminus near <br />the Elk River and Main Street as soon as a public hearing on <br />the matter is held and the City Council approves the public <br />project. These services would be extended in stages and <br />would proceed from southeast to northwest, serving <br />single-family housing, multiple-family housing, and busi- <br />ness park as demand dictates. <br /> <br />40 <br /> <br /> L <br /> <br />[ <br /> <br /> <br />
