Municipal State Aid roadway funds could be used for a portion of the <br />cost of Main Street and Orono Road. The Elk River Municipal Utilities <br />Commission should be asked to assist in funding the proposed water <br />improvements including the elevated tower, well, and treatment. <br /> <br />There were a number of unresolved economic questions about these pro- <br />jects: <br /> <br />Should the 345 existing platted lots in the study area be <br />required to hook up to City services? If so, should they be <br />assessed some portion of the trunk costs? Should this <br />assessment be levied now or held until these areas hook up to <br /> <br />City services? <br /> <br />How much should be assessed to public lands (government <br />center and County Fairgrounds)? <br /> <br />o <br /> <br />Most land areas are protected from assessment for City <br />services by the state's "Green Acres" law. This status would <br />have to be removed prior to proceeding with an improve- <br />ment project. (See also 'Green Acres Program" in the Legal, <br />Institutional, and Economic section below.) <br /> <br />All properties in the study .area have paid a previous inter- <br />ceptor assessment. Any new assessment project would need <br />to provide credit for this former assessment amount. <br /> <br />Will ii be feasible to use tax increment f'mancing for any <br />portion of these projects? <br /> <br />Topography <br /> <br />Topography does not represent an impediment to development of this <br />vicinity; however, by the same token there are no attractive hills for <br />residential development. The area is generally fiat with a slight pitch <br />toward the river.
