Whether a haz mat team member, a
confined space guru or a rookie firefighter responding to home carbon
monoxide alarms, it is paramount to have the knowledge & skills to
interpret monitoring data. This two-part workshop will cover meters and
monitoring, based on everyday conditions. Includes a very brief basic
overview of instrumentation and monitoring techniques, but the majority of
this workshop involves an advanced presentation on sensor technology,
the various meters available & meter features. The covered material will be
advanced, but geared so everyone can thoroughly understand the material
[includes two 90 minute parts]

lB PROCESS SAFETY MANAGEMENT and RISK MANAGEMENT
PLANNING REGULATIONS' IMPACT ON RESPONDERS (Kimball &
McGee) The regulations promulgated by OSHA (process Safety
Management- 1910.119) and proposed by U.S.E.P.A. under the Clean Air
Act ( Risk Management Planning, 112R) will have an impact on emergency
responders. This program will explain these regulations and identify the
impact on emergency responders. [90 minutes]
OCONFINED SPACE EMERGENCIES WITH HAZ MAT: TECHNICAL
RESCUE (Storment) A toxic atmosphere is the number one killer during
a confined space emergencies (2/3 of those killed in confined spaces are
rescuers). For those incidents where rescue is possible, this workshop will
discuss methods to evaluate the proper incident & interface with technical
rescue. Covers hazards associated with permit required confined spaces
as described in OSHA 29 CFR 1910.146. You will learn & be able to apply
methods for calculating exposure time for victims trapped in confined
spaces allowing you to make an informed decision on rescue versus
recovery. [90 minutes]

1D

CHICAGO FIRE DEPARTMENT TOUR-PARTI (Eversole) Participants
will be taken to the C.F.D. Hazardous Incident Team, home of the "5-1-1 ".
Members will conduct tours, show equipment & answer questions. An
inside look at this busy haz mat operation. Bus capacity is limited to 44.
YOU MUST SIGN UP FOR 2D! [Includes two 90 minute parts]

1E

"WE HAVE MET THE ENEMY AND THEY ARE US" - PART I (Longton)
Mutually beneficial interaction and positive interrelationships between
industry and fire service are assured by use of professional fire service
part-time officers (P.T.O.'S) in industry Emergency Response Teams/
Security Departments. The unique combination of diverse professionals
produces industry responders and organizations capable of mitigating
emergencies during the first critical minutes. See the concept in action
during a timed running drill utilizing innovative chemical industry vehicles,
personnel and rapid intervention tactics. This entire workshop will consist
of outdoor demonstrations involving both full size and miniature haz mat
response vehicles. [Includes two 90 minute parts]

2A

M.E.T.E.R.S. (Monitoring the Environment To Ensure Responder's
Safety) - PART II (Docimo) This is the second half of workshop lA. You
must sign up for workshop lA. [includes two 90 minute parts]

2B C.H.E.M.T.R.E.C. (Butters) The Chemical Transportation Emergency
Center has provided critical information and assistance during a chemical
emergency for 25 years. C HE MTREC is perhaps best known for its' toll free
phone number but they have much more to offer. Learn how CHEMTREC
retrieves life saving information and how CHEMTREC interfaces with
industry experts to provide both emergency and non-emergency services
ihours a day. [90 minutes]
RUCTURE FIRES AND HAZ MATS: WHAT IS INSIDE AND HOW TO
EAL WITH IT (Hand) This workshop will give some insight as to how to
al with one of the most difficult haz mat situations that an emergency

2D

2E

responder could experience. Includes pre-planning, "right-to-know"
information, fire control, run-off control, media relations and "political fall-
out" from such an event. [90 minutes]

CHICAGO FIRE DEPARTMENT TOUR - PART II (Eversole) This is the
second half of workshop 1D. You must sign up for workshop 1D. Featured in Firehouse magazine (Dec. '95), the layout of this
simulator features various sector assignments with students identified by
ICS vests & a communication system. Each of the 4 sessions features
different advanced scenarios with assignments for all participants. Class
size is limited. [Each of the four sessions is 90 minutes]

3B WHAT IS THE ROLE OF THE EMS HAZ MAT OFFICER? [90 minutes]

TANK CAR DAMAGE ASSESSMENT This is
(Wright)
a
down-to-earth
approach to determining the extent of damage following a wreck. The
workshop will review tank car damage statistics, typical tank car construction
and types of tank car damage. Includes conditions which trigger, violent
rupture and how to inspect damaged tank cars. Discusses options available
to emergency responders based on the type and extent of damage. [90
minutes]

3D

HOUSTON WATER SPILL RESPONSE EXPERIENCE (Temperilli &
Driskell) Representatives of Smith Environmental will highlight the lessons
learned by responders on several large scale incidents throughout the
Houston, Texas petrochemical community. This includes the San Jacinto
flood and fire with subsequent oil & hazardous chemical response; water
spill responses in the Houston ship channel; spill response experiences
along the chemical corridor both in and out of plant settings; and the
mitigation and containment of free floating oil from remote production sites.
Specifically addressed will be I.C.S., fast water booming techniques, heavy
versus light product cleanup and other advanced techniques. [90 minutes]

3E

SO YOU WANT TO MAKE YOUR OWN HAZ MAT TRAINING VIDEO
(Massingham) With video such an important element in training & public
relations, many organizations want to make their own haz mat training
tapes that will speak directly to the organization's needs and requirements.
This workshop covers the production process from the initial idea through
to it appearing on the screen. Research, script writing, production planning,
shooting, sound recording and editing are covered, with a view to making
a haz mat program that is successful in communicating the subject matter
to the target audience. Emergency Film Group will also share "Tips of the
Trade" on how to set up realistic haz mat scenarios for either video work or
simply creating a better training drill. [90 minutes]

3F

BOOM DEPLOYMENT & RECOVERY ON INLAND WATER WAYS -
PART I (Bennett) This involves four 90 minute parts covering the most
common water spill incidents emergency responders handle. Includes
correct methods for deploying boom on inland creeks; rivers, ponds and
small lakes. Parts I & II cover basic equipment required and proper training
needed to perform the jobs efficiently & safely. Parts III & IV have students
on a nearby pond performing "hands-on" techniques. It is highly
recommended that you attend first half since no one will be able to operate
in the boats without attending Parts I & II due to water safety orientation.
Personal Flotation Devices provided & r~quired for all water operations.
[includes four 90 minute parts]

Workshop 3 continues on next page
