We have attached a preliminary economic analysis based upon just the
basketball/volleyball participants as well as an article assessing the economic impact
of the Amateur Softball Association of America's facility in Oklahoma City.
Although the facility in Oklahoma is a national facility, versus this statewide facility,
it is estimated that the National Softball Hall of Fame and headquarters generates over
$27,000,000 of local impact into their community.

COMMUNITY PARTICIPATION .

The Minnesota Sports Federation has a strong on-going annual membership base
which provides significant annual revenue for operations. The tournament and
membership fees, based upon trends already established, generates sufficient revenue
to operate this facility. As a non-profit organization, the Minnesota Sports Federation
is also in the process of raising a significant capital contribution to be utilized for this
project. Upon initiation of serious discussions with a community, Minnesota Sports
Federation will provide a detailed analysis of its organization's current financial
standing, status of its fund raising, and anticipated cash flows from the operation.

Minnesota Sports Federation is requesting direct participation from a community to
support this project. Based upon meeting the initial site requirements, the Sports
Federation would request direct assistance from the community in the form of making
appropriate land available for the facility and to provide bond financing for the
facility. The bonds would be repaid by the operating revenue generated by the
Minnesota Sports Federation.

The Sports Federation is not seeking any direct operating subsidies for the project,
only participation in the form of a financing vehicle, due to MSF's non-profit status.

SUMMARY

This project has strong potential of significantly enhancing recreational opportunities
available for local residents as well as providing the "importation" of a natural on-
going tourist attraction. As such, the location of this facility in your community will
provide increased opportunities for local residents as well as significantly enhanced
commerce in the local community.

We encourage you to review this profile and the attached information to gain a better
understanding of the MSF and proposed project. We would anticipate meeting with
you within the next two weeks to discuss the project in greater detail and to determine
your interest in participating in the project.
