PURPOSE OF THE FACILITY

The Minnesota Sports Federation conducts over 150 youth and adult tournaments and
special events on an annual basis. The majority of these tournaments ar~ outdoor
softball tournaments scattered at various sites throughout the State of Minnesota. In
addition the Sports Federation sponsors a large number of indoor basketball and
volleyball tournaments as well as clinics and schools. Finding indoor facilities of
sufficient size, without prohibitive costs continues to be a problem to meet its
tournament schedule and educational offerings.

The Board of Directors has determined to develop the sports complex adjacent to the
Minneapolis/St. Paul metro area to serve as the primary home base for Minnesota
Sports Federation's tournament schedule. This level of activity, the large number of
tournaments, and the number of participants and spectators, clearly justifies this new
complex. The Minnesota Sports Federation would like to seek participation from an
area community to complete this project.

PROJECT DESCRIPTION

The anticipated 10 acre site is expected to include one large facility of 48,000 square
feet which would house eight indoor volleyball courts, four basketball courts, offices,
locker rooms, concessions space, and meeting rooms for the Sports Federation. In
addition a second phase would be a "bubble dome" that would be constructed of
sufficient size to accommodate soccer, touch football, softball, and sports specific
training. The outdoor, adjacent acreage would be dedicated to parking, sand
volleyball, and a five field softball/baseball complex. In addition, the Sports
Federation anticipates an outdoor meeting/picnic area immediately adjacent to the
softball fields.

The Sports Federation has conducted a preliminary cost estimate and anticipates that
the total construction and equipment cost would be approximately $2,300,000.

The facility would house the ongoing administrative offices of the Minnesota Sports
Federation and its eight member staff. The majority of Minnesota Sports Federation's
indoor tournaments would be conducted at the site and it would additionally be
available in a cooperative approach with the local community to further enhance the
local community education and athletic programs.

Minnesota Sports Federation anticipates selecting a site by March 1, 1996 and expects
to initiate construction by approximately June 15, 1996. On this basis the indoor
facility would be available for basketball, volleyball, touch football, softball, and
soccer beginning in September/October 1996. The estimated costs of the complex are
as follows:
