Attached is
a hand-out that was provided at the meeting and a copy of the sign-up sheet. It appears
that approximately 27 households were represented there. A brief presentation was
provided along with approximately 45 minutes of questions and answers. A brief
summary of the topics covered by the questions is as follows:

There were a few questions about driveways and how either a newly constructed
street or an overlay project would tie into existing driveways. We indicated that
with a newly constructed street, the street would likely be lowered, and concrete
curb would be placed with a concrete driveway apron. If necessary, the driveway
would be cut-back and matched in as part of the project cost. If an overlay project
were undertaken, there would be no curb and gutter. Milling would be
accomplished where appropriate at flat driveways to ensure that there is no trapped
water within the driveway.

There was a question from a gentleman who said he owned four lots with his house
on one. He wondered how many assessments he would receive. We indicated
that, with either a street and utility project or an overlay project, it would be by
buildable unit. If his lots each had a separate PID number, he would get four
assessments. If they were combined under one PID number, he would receive only
one assessment.

OFFICES IN:

MINNEAPOLIS

PRIOR LAKE

ST. PAUL

WASECA

There was a question regarding the process and how the ultimate decision would
be made whether or not to proceed with public utilities and new streets. We
indicated that the ultimate decision is the City Council's, and that a 4/5 majority
of the Council is required to move forward with the project. The process of the
informational hearing is to provide background for the City Council to make such
a decision. We noted that the City's history has been that if the overwhelming
majority are not in favor of public improvements and there are no health or safety
issues, the City Council has historically gone with the wishes of the residents.

230/286-1205.feb An Equal Opportunity Employer
