As an alternative to performing before and after value estimates of each tax parcel within the <br />study area, we would propose that a broader but more thorough appraisal be performed of <br />each property type (single family residential, commercial, and industrial) as to the market <br />benefit on a per acre basis. This type of assessment benefit analysis would be sufficient for <br />setting trunk assessments for the area as whole prior to public hearings. <br /> <br />While certain property owners may still appeal the proposed assessments, we believe the <br />preceding benefit appraisal on a per acre basis will be sufficient to satisfy most concerns of <br />those effected properties. The estimated cost of an assessment benefit per acre by property <br />type would be $13,000 to $15,000; substantially less than the individual property analysis of <br />$70,000 +. <br /> <br />It is important to note that anything less than a complete appraisal on each individual <br />property is not sufficient to defend the proposed trunk assessments, if appealed and court <br />proceedings are necessary.
