~ty of <br /> <br />'ver <br /> <br />TO: <br /> <br />FROM: <br /> <br />DATE: <br /> <br />MEMORANDUM <br /> <br />Steve Ach <br />Scott Harlicke~''~ <br />January 30, 1996 <br /> <br />SUBJECT: <br /> <br />Placement of Liquor Store at the <br />Northwest Corner of Proctor Avenue <br />and Highway 10 <br /> <br />Issue <br /> <br />The City is interested in the possibility of locating a municipal liquor store at <br />the northwest corner of Proctor and Highway 10. The site would have to be from <br />I 1/3 to I 1/2 acres in size. A preliminary review of the properties was done in <br />order to identify any glaring planning concerns. <br /> <br />Existing Conditions (Exhibit A) <br /> <br />The area under consideration is bounded on the west by Quinn Avenue, on the <br />east by Proctor Avenue, on the south by Sixth Street and on the north by <br />commercial and industrial uses. Sixth Street is currently used as a service road <br />for Highway 10 but its intersection with Proctor is to close to the highway for it <br />to function effectively as a service road. <br /> <br />The area under consideration is residential. The homes are generally older and <br />most appear to be in good condition. This is an isolated residential area with <br />Cretex and LeFebvre Transfer to the west and the Texaco convenience store on <br />the east. A CUP has been approved for a car wash, office space and a fast food <br />restaurant to the north of the convenience store. North of the residences is Houle <br />Oil, a carpet business and residence and small light manufacturing facility. <br /> <br />Analysis <br /> <br />Several different configurations were evaluated and in the end all of them had <br />planning concerns relating to access and property acquisition. The major <br />planning concern with locating any business at this location is access. Because of <br />the way that Sixth St., Proctor Ave. and Highway 10 intersect, there is no safe <br />and efficient means to provide access to a business located at the northwest <br /> <br />13065 Orono Parkway · P.O.
