Wine in grocery stores. <br />3. One grade of beer. <br />4. Consumption continues to decline. <br />5. What will Elk River's population be and which direction <br /> will it grow in the next decade. <br />6. One liquor store can be profitable if it can serve 4,000 <br /> to 7,000 residents (Fritz's "rule of thumb"). <br />7. Will Otsego issue other licenses (!01). <br />8. Location. <br />9. Will a second liquor store create enough profit to justify <br /> the investment. <br /> POSSIBLE LOCATIONS (You may have others). <br /> Should the City decide that a second store will be justified, <br /> the next question would be the location.
