The proposed improvements will provide a project large enough to ensure a competitive <br />bidding environment. Therefore, the proposed improvements will be cost-effective. <br />Based on the information contained within this report, the proposed improvements are <br />necessary, cost-effective, and feasible from an engineering standpoint. <br /> <br />IV. Approximately 100 feet west of the intersection of Fourth Street and <br />Quinn Avenue there is an area of approximately 140 square feet that has 6.5-inches of <br />concrete under the bituminous. The geotechnical report is provided as Appendix A. <br /> <br />The majority of the property within the study area is zoned Single Family Residential <br />(Rlc). A small area is zoned Highway Commercial (C3) and Multiple Family Residential <br />(R4). No zoning changes are proposed. A zoning map of the study area is provided as <br />Exhibit 2. <br /> <br />Sanitary Sewer <br /> <br />8-inch sanitary sewer is located on all the streets in the study area with the exception of <br />Oxford Avenue where there is currently no sanitary sewer. The majority of the existing <br />sanitary sewer is made of concrete, with a few segments constructed of vitrified clay <br />pipe. The existing sanitary sewer is shown on Exhibit 3. <br /> <br />Watermain <br /> <br />4-inch ductile iron pipe watermain is located on all the streets in the study area with the <br />exception of Quinn Avenue, Oxford Avenue, and Norfolk Avenue where there is currently <br />no watermain. The existing watermain is shown on Exhibit 4. <br /> <br />Storm Sewer <br /> <br />A 12-inch storm sewer system and catch basins are located at the south end of Rush <br />Avenue. Runoff from Fourth Street approximately 400 feet east of Rush Avenue flows to <br />these catch basins. In addition, the Rush Avenue runoff from approximately Fifth Street <br />south flows to these catch basins. <br /> <br />2 <br /> <br /> <br />
