A period of questions and answers followed:

Question: A resident recently had to replace their individual water service and was charged for
repair of the roadway. Will they be assessed again for the roadway improvements?

Answer: The timing of the repair is unfortunate but the resident will be assessed for the
roadway improvements associated with the project.

Question: What is a unit considered for the assessments?

Answer: A single-family residence is one unit. A typical residential lot size will be
used as a cookie cutter over the church, school, etc to determine how many units will
be assessed for those properties.

Question: Who is responsible for replacing the water service and individual curb stop?

Answer: The individual homeowner is responsible.

Question: A resident is located at the corner of 5tn and Rush. How will assessments be handled
for corner lots?

Answer: A comer lot will be assessed one unit. The property will be assessed when the
roadway is improved on either side and will not be assessed for future street
improvements.

Question: Residents questioned if5th Street could be reconstructed at this time as well.

Answer: The project size was determined based on a $1,000,000 project that the City
felt they could reasonably fund. At this time there is no plan to reconstruct 5t~ Street as
part of this project.

Question: How was the first project area chosen and what can be done to speed up the timeframe
for reconstruction of a different area?

Answer: If a neighborhood petitioned for improvements, the City Council could decide
to reconstruct that area as part of subsequent projects in an earlier time frame.

Question: A resident asked for clarification on the prepayment period and when notice would be
provided

Answer: A thirty day period is allowed by law after the assessment hearing to prepay
assessments. Formal notice will be provided for the hearing and will include
individualized notices with property specific information.

Question: A resident asked for clarification on how the assessments were being determined

Answer: Each residential lot will be assessed one unit unless according to zoning
requirements the lot could be further subdivided.
