The proposed improvements also include a 6-foot wide sidewalk located on both sides of <br />the majority of the streets within the project area. Existing sidewalk will be removed and <br />reconstructed to City Standards. Areas where sidewalk will not be constructed include <br />streets where sidewalk construction is not feasible due to extreme grades or where it is <br />desired to protect trees. For example, on Norfolk Avenue it will not be feasible to <br />construct a sidewalk on the west side of the street because of the grade difference <br />between the roadway and adjacent Hanke Pit at the intersection of Norfolk Avenue and <br />Main Street. Other locations where sidewalk may not be feasible will be determined <br />during design. <br /> <br />It is proposed that Elk River Municipal Utilities will install street lighting after the project. <br /> <br />Storm Sewer <br />A review of the drainage patterns and pavement conditions reveals that some locations <br />do not currently drain runoff away effectively. Replacement and addition of curb and <br />gutter, slight grade revisions, and storm sewer extensions are needed to facilitate <br />drainage. <br /> <br />The existing storm sewer system will be extended and inlets installed at appropriate <br />locations to provide adequate drainage for the area. Storm sewer is shown as Exhibit 5. <br /> <br />Sanitary Sewer <br /> <br />The sanitary sewer within the project area was televised to determine the extent that <br />repairs or replacement would be necessary. A review of the Closed Circuit Televised <br />Sewer Inspection Report determined that although regular maintenance would be <br />required to remove roots in certain areas no structural damage had occurred to the pipe. <br />The report was discussed with Mr. Gary Leirmoe, Chief Operator, and it was determined <br />that no improvements or repairs to the sanitary sewer system are necessary. <br /> <br />Watermain <br /> <br />Watermain improvements were discussed with Mr. Bryan Adams, General Manager of <br />Elk River Municipal Utilities (ERMU). The following items were a result of the <br />discussions and will be incorporated during design: <br /> <br />Some existing services may be lead or other non-copper material. ERMU policy <br />states that non-copper services must be replaced with copper. These services <br />will be identified and replaced as part of the improvements project. <br /> <br />The existing 4-inch watermain on Fourth Street should be replaced with a larger <br />size main. The exact size will be determined during design through modeling. It <br />is anticipated that a 12-inch main will be required. <br /> <br />The existing 4-inch watermain should be replaced with 8-inch watermain <br />throughout the remainder of the study area. <br /> <br />· Where no watermain exists on Quinn Avenue, Oxford Avenue, and Norfolk <br /> Avenue, install 8-inch watermain. <br /> <br />4 <br /> <br /> <br />
