I. INTRODUCTION <br />The City Council of the City of Elk River adopted Resolution 07-99 on December 3, 2007 <br />authorizing preparation of this report to determine the feasibility of overlaying streets within seven <br />developments in the city. The seven areas for bituminous overlay are: <br />1. Barrington Place 5. Presidential Estates <br />2. Town of Orono 6. The Best Point on Orono Lake <br />3. Orono Hills 7. Circle Bay Addition <br />4. Island View Additions <br />In addition to the overlay of the developments listed above the City Council authorized the study to <br />be expanded to cover paving all the following gravel roadways: <br />8. Camp Cozy 10. Yankton Street <br />9. Union Street <br />The feasibility study was initiated by the City Council based on the City's ongoing pavement <br />maintenance program. The locations for the bituminous overlay areas and gravel road paving areas <br />are shown on Figure 1 at the end of this report. <br />This study will summarize the existing conditions, proposed improvements, estimated construction <br />costs, and associated overhead costs for the project. Overhead costs include City administration, <br />engineering, fiscal, and legal expenses. Previous projects will be used as a guide to establish <br />financing methods for the project. <br />II. EXISTING CONDITIONS <br />The streets in the seven developments proposed to be overlaid; five are rural sections with no storm <br />sewer and two are urban developments with curb and gutter. The streets are generally in fair <br />condition; however, additional bituminous surfacing is needed to maximize the useful life of these <br />streets before more costly repairs, such as reconstruction, are necessary. <br />1 <br />
