City Council Minutes Apdl 1, 1996 Page 2 5.3. 5.4, 5.5. Ice Arena Update City Administrator Pat Klaers indicated that the School board approved the joint powers agreement which governs the ownership, operation and maintenance of the proposed ice arena facility and the resolution which approves the ice arena project and financing. The City Administrator requested that the Council consider approving these documents. He indicated that approval of the resolution allows the city to sell general obligation bonds for the project. He further indicated that approval of the joint powers agreement allows the city to obtain the construction materials and supplies for the ice arena project on a tax exempt basis. COUNCILMEMBER HOLMGREN MOVED TO ADOPT RESOLUTION 96-15 A RESOLUTION APPROVING THE ELK RIVER ICE ARENA EXPANSION PROJECT AND APPROVING THE FINANCING FOR THE ELK RIVER ICE ARENA EXPANSION PROJECT. COUNCILMEMBER FARBER SECONDED THE MOTION. THE MOTION CARRIED 4-1. COUNCILMEMBER SCHEEL OPPOSED. COUNCILMEMBER HOLMGREN MOVED TO APPROVE THE JOINT POWERS AGREEMENT GOVERNING THE OWNERSHIP, OPERATION AND MAINTENANCE OF THE ELK RIVER INDOOR ICE ARENA COMPLEX. COUNCILMEMBER FARBER SECONDED THE MOTION. THE MOTION CARRIED 4-1. COUNCILMEMBER SCHEEL OPPOSED. Consider Increase in Pay for Utilities Commission City Administrator Pat Klaers indicated that the Elk River Utilities Commissioners currently receives $100 per month. This amount changed in 1989 and was the first increase in many years. The City Administrator stated that it is expected that the Utilities Commission will be holding extra meetings in 1996 and possibly meeting on a bi-monthly basis as opposed to a monthly basis. The Council discussed the possibility of increasing the $100 stipend. Councilmembers Scheel and Holmgren indicated their concern that the Economic Development Authority commissioners be treated the same as the Utilities Commissioners. COUNCILMEMBER HOLMGREN MOVED TO RAISE THE MONTHLY STIPEND FOR BOTH THE ELK RIVER MUNICIPAL UTILITIES COMMISSIONERS AND THE ELK RIVER ECONOMIC DEVELOPMENT AUTHORITY COMMISSIONERS FROM $100 PER MONTH TO $150 PER MONTH EFFECTIVE APRIL 1, 1996. COUNCILMEMBER SCHEEL SECONDED THE MOTION. THE MOTION CARRIED 5-0. Consider Increase in Salary for Mayor and City Council It was the consensus of the City Council to discuss this issue during the 1997 budget process. It was further indicated that if an increase for the Council is planned, that the increase will be approved prior to the November, 1996, election.
