City Council Minutes <br />Apdl 1, 1996 <br />Page 2 <br /> <br />5.3. <br /> <br />5.4, <br /> <br />5.5. <br /> <br />Ice Arena Update <br /> <br />City Administrator Pat Klaers indicated that the School board approved the joint <br />powers agreement which governs the ownership, operation and maintenance of <br />the proposed ice arena facility and the resolution which approves the ice arena <br />project and financing. The City Administrator requested that the Council <br />consider approving these documents. He indicated that approval of the <br />resolution allows the city to sell general obligation bonds for the project. He <br />further indicated that approval of the joint powers agreement allows the city to <br />obtain the construction materials and supplies for the ice arena project on a tax <br />exempt basis. <br /> <br />COUNCILMEMBER HOLMGREN MOVED TO ADOPT RESOLUTION 96-15 A RESOLUTION <br />APPROVING THE ELK RIVER ICE ARENA EXPANSION PROJECT AND APPROVING THE <br />FINANCING FOR THE ELK RIVER ICE ARENA EXPANSION PROJECT. COUNCILMEMBER <br />FARBER SECONDED THE MOTION. THE MOTION CARRIED 4-1. COUNCILMEMBER <br />SCHEEL OPPOSED. <br /> <br />COUNCILMEMBER HOLMGREN MOVED TO APPROVE THE JOINT POWERS AGREEMENT <br />GOVERNING THE OWNERSHIP, OPERATION AND MAINTENANCE OF THE ELK RIVER <br />INDOOR ICE ARENA COMPLEX. COUNCILMEMBER FARBER SECONDED THE MOTION. <br />THE MOTION CARRIED 4-1. COUNCILMEMBER SCHEEL OPPOSED. <br /> <br />Consider Increase in Pay for Utilities Commission <br /> <br />City Administrator Pat Klaers indicated that the Elk River Utilities Commissioners <br />currently receives $100 per month. This amount changed in 1989 and was the first <br />increase in many years. The City Administrator stated that it is expected that the <br />Utilities Commission will be holding extra meetings in 1996 and possibly meeting <br />on a bi-monthly basis as opposed to a monthly basis. <br /> <br />The Council discussed the possibility of increasing the $100 stipend. <br />Councilmembers Scheel and Holmgren indicated their concern that the <br />Economic Development Authority commissioners be treated the same as the <br />Utilities Commissioners. <br /> <br />COUNCILMEMBER HOLMGREN MOVED TO RAISE THE MONTHLY STIPEND FOR BOTH <br />THE ELK RIVER MUNICIPAL UTILITIES COMMISSIONERS AND THE ELK RIVER ECONOMIC <br />DEVELOPMENT AUTHORITY COMMISSIONERS FROM $100 PER MONTH TO $150 PER <br />MONTH EFFECTIVE APRIL 1, 1996. COUNCILMEMBER SCHEEL SECONDED THE <br />MOTION. THE MOTION CARRIED 5-0. <br /> <br />Consider Increase in Salary for Mayor and City Council <br /> <br />It was the consensus of the City Council to discuss this issue during the 1997 <br />budget process. It was further indicated that if an increase for the Council is <br />planned, that the increase will be approved prior to the November, 1996, <br />election. <br /> <br /> <br />
