She fudher indicated she did not feel it was fair for the <br />city to keep this property out of the sewer and water district. <br /> <br />COUNCILMEMBER HOLMGREN MOVED TO AUTHORIZE THE CITY TO BEGIN THE <br />PLATrlNG PROCESS FOR THE CASS PROPERTY AND TO USE THE CITY ENGINEERING <br />FIRM FOR THE PLAT AND SURVEY WORK. COUNCILMEMBER FARBER SECONDED THE <br />MOTION. THE MOTION CARRIED 5-0. <br /> <br />Consider Administration Personnel-Clerical Staff Adjustments <br /> <br />The City Administrator presented a request for clerical staff adjustments in the <br />administration department. He recommended that Alice Heinecke, <br />Administrative Secretary have her title changed to Executive Secretary to more <br />accurately reflect the work that she has been doing. He also requested to <br />change the status of Joni Pearson from part time office service worker to full time <br />office service worker. <br /> <br />COUNCILMEMBER HOLMGREN MOVED TO AUTHORIZE A TITLE CHANGE FOR ALICE <br />HEINECKE FROM ADMINISTRATIVE SECRETARY TO EXECUTIVE SECRETARY AND <br />MOVING FROM GRADE 8 TO GRADE 10 AT STEP G PLUS $.35 EFFECTIVE MARCH 26, <br />1996. COUNCILMEMBER FARBER SECONDED THE MOTION. THE MOTION CARRIED 5- <br />O. <br /> <br />COUNCILMEMBER FARBER MOVED TO AUTHORIZE OFFICE SERVICE WORKER JONI <br />PEARSON TO MOVE FROM PART TIME TO FULL TIME EFFECTIVE MARCH 26, 1996. <br />COUNCILMEMBER HOLMGREN SECONDED THE MOTION. THE MOTION CARRIED 5-0. <br /> <br />Review 3/19/96 City-County Joint Meetinq <br /> <br />City Administrator Pat Klaers reviewed with the Council issues that were discussed <br />at the joint Sherburne County Board/City Council meeting on March 19, 1996. Pat <br />Klaers indicated that issues that received discussion included County Road 1 <br />improvements, County Road 12 improvements, a review of the Steering <br />Committee's recommendation on the transportation plan, the city street next to <br />the County Administration building and the city's position on the Fair relocation. <br /> <br />COUNCILMEMBER HOLMGREN MOVED TO SEND THE SHERBURNE COUNTY <br />FAIRBOARD A LEI'rER FROM THE CITY COUNCIL INDICATING THE CITY'S DESIRE TO <br />HAVE THE FAIR STAY IN THE CITY OF ELK RIVER. COUNCILMEMBER FARBER <br />SECONDED THE MOTION. THE MOTION CARRIED 5-0. <br /> <br />City Administrator Pat Klaers distributed Steering Committee minutes from the April <br />6 meeting. The City Administrator also distributed a handout with information on <br />the city alley located by the County Administration building. It was the consensus <br />of the Council to discuss this issue at another time. <br /> <br />Discuss MSA Route Desiqnation <br /> <br />City Engineer Terry Maurer indicated that the City has approximately 6/10 of a <br />mile of undesignated MSA route for 1996.
