He indicated that <br />this route could eventually be completed as more mileage becomes available. <br /> <br />COUNCILMEMBER HOLMGREN MOVED TO AUTHORIZE THE CITY ENGINEER TO MOVE <br />FORWARD WITH THE MSA ROUTE RECOMMENDATION. COUNCILMEMBER FARBER <br />SECONDED THE MOTION. THE MOTION CARRIED 5-0. <br /> <br />Review Riverview Heiqhts Sewer and Water Information <br /> <br />City Engineer Terry Maurer reviewed the cost estimates to provide utilities and <br />new streets to the Riverview Heights development. Terry Maurer indicated that a <br />neighborhood information meeting was held and a majority of the residents were <br />opposed to the improvements. Terry Maurer indicated that the assessments <br />would be at least $12,000 per lot. No action was taken on this issue. <br /> <br />Rip Rap Grant Application <br /> <br />City Administrator Pat Klaers indicated that the city is requesting to submit a grant <br />application to continue with the third phase of the rip rap project which would <br />go from the Dare funeral home area further to the southwest. The City <br />Administrator indicated that in 1995 the HRA provided matching funds for this <br />project. <br /> <br />COUNCILMEMBER $CHEEL MOVED TO AUTHORIZE THE SUBMISSION OF THE GRANT <br />APPLICATION FOR THE RIP RAP PROJECT ALONG THE MISSISSIPPI RIVER. <br />COUNCILMEMBER HOLMGREN SECONDED THE MOTION. THE MOTION CARRIED $-0. <br /> <br />.Meetinq Schedule <br /> <br />COUNCILMEMBER HOLMGREN MOVED TO CALL A SPECIAL JOINT MEETING OF THE <br />CITY COUNCIL AND PLANNING COMMISSION ON MAY 13, 1996, AT <br />APPROXIMATELY 7 P.M. FOLLOWING THE EDA MEETING. COUNCILMEMBER FARBER <br />SECONDED THE MOTION. THE MOTION CARRIED 5-0. <br /> <br />Discussion was held regarding holding a joint City Council/Park and Recreation <br />Commission Meeting. May 6 was discussed as a possible date. This is a regular <br />City Council meeting date and staff was instructed to invite the Commission to <br />this meeting. <br /> <br />Other Business <br /> <br />Trunk Hi.qhway 10 and Joplin Improvements <br /> <br />City Engineer Terry Maurer reviewed the proposed agreement between MnDOT <br />and the City of Elk River covering the maintenance and operation of the traffic <br />control signal, street lights, and flashers at T.H. 10 at Joplin Street/185th Avenue. <br /> <br />COUNCILMEMBER SCHEEL MOVED TO ADOPT RESOLUTION 96-14, A RESOLUTION <br />ENTERING INTO AN AGREEMENT WITH MNDOT FOR THE TRAFFIC SIGNAL AT TRUNK <br /> <br /> <br />
