<br />Regular Meeting Minutes
<br /> February 1, 2001

<br />The Northstar Corridor Development Authority met in regular session on February 1, 2001, in the Board Room at the
<br />Sherburne County Government Center, Elk River, Minnesota.
<br />
<br />Present were: Paul Ostrow, Mark Stenglein, Steve Billings, Lynn George, Paul McCarron, Dave Saunders,
<br />Walt Fehst, Gerald Goebel, Carl Yilek, Duane Cekalla, Duane Grandy, Ken Paulson, Carolyn Brain, John
<br />Weaver, John Norgren, Ewald Peterson, Terry Nagorski, John Ellenbecker, Bob Johnson, Tom Cruikshank,
<br />Lewis Stark, Tom Gamec, Patrick Cairns, Jay McLinden, Kelli Nau, Kirsti Marohn, Jim McLean, Paul
<br />Danielson, Jeff Lutz, Jim Barton, Rick Speak, Luci Botzek, Bruce Wojack, Dartell Lipscomb, Alicia Vap,

<br />1. The meeting was called to order at 4:35 p.m. by Vice Chair Paul Ostrow.
<br />
<br />2. New members to the Authority (due to election results) were introduced and welcomed.
<br />
<br />A motion was made by Ewald Peterson, seconded by John Norgren and carried unanimously to
<br />approve the agenda of February 2, 2001, and the minutes of December 7, 2000 meeting, as
<br />presented. '

<br />4. Executive Committee Report:

<br />a)
<br />
<br />Paul McCarron presented the legislative and congressional update. Mr. McCarron noted that
<br />although positive things are being heard from the house, senate and congress, staff and
<br />members need to continue their lobbying of the Northstar Project. Tom Gamec noted that
<br />several cities along the Corridor have stated their reluctance to support light rail transit. Mr.
<br />Gamec suggested that NCDA members and staff continue addressing the communities'
<br />concerns, perhaps gaining more support for the project. Commissioner Stenglein and Erhart
<br />noted that they had recently spent time with Representative Krinkie, but that it looks like the
<br />NCDA will not get his vote. Duane Cekalla noted that he had spoken with Representative
<br />Schumacher and that she had given her support to the Northstar Project even though she
<br />feels that commuter rail may take businesses and jobs away from the northern part of the
<br />Corridor.

<br />
<br />A motion was made by Tom Gamec, seconded by Dave Saunders and carried unanimously
<br />to approve the recommendation of the Executive Committee to execute the following two
<br />agreements:
<br />
<br />An amendment to the Agreement for Professional Services for Phase II
<br />Technical Services with URS/BRW Corp. to increase the contract amount
<br />by an amount not to exceed $200,000 and to amend the 2001 budget as
<br />necessary (due to unanticipated costs related to the DEIS and certain of the
<br />station designs).
