MtNN£SOTA 5_5503-2270 <br /> <br />PHONE (763~ 576-2700 · t.%<(763~ ~7~ ~,m~'~ <br /> - .... · TT¥ 17631 A'~'~ O~.-~.m <br /> <br /> RESOLUTION NO. 2000- 8 5 <br />NORTHSTAR CORRIDOR DEVELOPMENT AUTHORITY <br /> ADVANCED CORRIDOR STUDY <br /> <br /> WHEREAS, the Northstar Commuter Rail Development Authority (NCDA) is a multi- <br /> jurisdictiona/joint powers entity empowered to study multi-modal transportation systems in Hermepin, <br /> Anoka, Benton, and Sherburne Counties; <br /> WHEREAS, the NCDA is proposing an 80 mile commuter rail (fixed transit-way)' system <br /> extending from St. Cloud to downtown Mhnneaoolis in conjunction with other transportation system <br /> improvements; <br /> <br /> WHEREAS, the proposed commuter rail system will utilize the existing tracks of the <br /> Burlington Northern Santa Fe Ra~oad; <br /> <br /> WHEREAS, the City of Anoka ~ily supports the efforts of the Norr. hstar Corridor <br /> Development Authority (NCDA) to plan tbr and implement commuter rail a'ansit and other forms of <br /> dedicated transit ways to erthance travel alternatives for Aaoka and regional residents' employees and <br /> viskors; <br /> <br /> WHEREAS, the NCDA has determined that a Commuter .Rail Station stop would be <br /> appropriately located within the City limits or' Anoka, Minnesota near the intersecuon of the BNSF <br /> Railroad and Fourth Avenue North; <br /> <br /> WHEREAS, Minnesota State Statute Section 174.86 requires cities to review and comment <br /> on the proposed location and design of commuter rail stations as depicted in "Advanced Corridor <br /> P tans"; <br /> <br /> WHEREAS, the City of Anoka received a request to complete the statutory defined process <br /> via a letter dated August ¢, 2000 signed by the Commissioner of the MLnnesota Department of <br /> Transportation (MnDOT) and Me Norr. l~tar Corridor Development Authority Chairperson; <br /> <br /> WHEREAS, the Norr21star CorridorDeve{opment Authority (NCDA) conducted its statutory <br /> required public b_earing on the "Advanced Corridor Plans" on September 7, 2000; <br /> <br /> WHEREAS, the statute requires the City to complete its review within '45 days of said <br /> hearing by the NCDA; <br /> <br /> WHEREAS, the Plarmin~ Commission held a public .-' . ,, <br /> - me.un= to review the Advanced <br />Corridor Plans" on October 3, 2000: <br /> WHEREAS'. the Planning Commission commented favorably on the Advanced Corridor <br />Plans: ' <br /> <br /> ~VI--IEREAS, the Commuter Rail Station location within the City. of Anoka is in a partially <br />developed urban neighborhood within close proximity to the core downtown area ot' the Citw and within <br />walking distance to the North Metro Regional Treatment Center providing for a high population and <br />employment density; - <br /> <br />EQUAL OPPORTUNITY EMPLOYER <br /> <br /> <br />
