<br />Case File: CU 08-07 <br />Page 4 <br /> <br />E&OTool <br />Jay Caswell <br /> <br />Comprehensive Plan <br />The Comprehensive Plan designates this area as Light Industrial. The Light Industrial category <br />includes industrial uses that are lower in intensity of activity. These uses limit the potential for <br />adverse impacts on adjacent land uses due to factors such as noise and odor. Examples of Light <br />Industrial uses include offices, enclosed storage and warehousing, research laboratories and light <br />manufacturing. <br /> <br />Transportation <br />Access to the site will be off of Business Center Drive at two locations; one near the east property <br />line, the other near the west property line. Staff reviewed the number of access along Business <br />Center Drive, but felt that sharing of drives was unnecessary due to the lack of conflicting <br />movements across the street. <br /> <br />The cul-de-sac at the north end of Naples Street will be removed from the property. Naples Street <br />will dead end at the property line and will have no access to the subject property. No new cul-de-sac <br />will be rebuilt. <br /> <br />Gradin&lDrainal:e <br /> <br />Grading, Drainage and Utilities are addressed in the City Engineer's memo dated April 3, 2008. <br /> <br />landscapinl: <br />Generally, the largest concerns in developments adjacent to residential include concerns with noise, <br />light, and traffic. As noted above, no access is provided to the residential development. To alleviate <br />light and noise, staff is recommending a low berm and substantial landscaping. A low berm would <br />provide year round interest, but will not be substantial enough to provide adequate screening. <br />Significant landscaping including a mix of coniferous, ornamental, and overstory (shade) will help <br />buffer the industrial character of the building from the established residential properties to the <br />south. <br /> <br />The required number of proposed trees meets the ordinance requirements. To help buffer the <br />proposed building for the adjacent residential neighborhood, staff recommends that a 3'-4' <br />undulating berm along the southern property line shall be created with a minimum 3:1 slope. The <br />berm should have a majority of coniferous trees but provide a mix of ornamental also. This may <br />require reordering of the proposed trees. <br /> <br />The berm shall be designed so it does not create any potential flooding on the adjacent properties. <br />To account for surface water, it will be appropriate to provide breaks in the berm.
