Will not involve uses, activities, processes, materials, equipment and conditions of operation that will be <br />detrimental to a1!Y persons or properry because of excessive trtiflic, noise, smoke, fumes, glare, odors, dust or <br />vibrations. <br />6. Will not result in the destruction, loss or damage of a natural, scenic or historic feature of mqjor importance. <br />7. Will fullY complY with all other requirements of this Code, including a1!Y applicable requirements and <br />standards for the issuance of a license or permit to establish and operate the proposed use in the ciry. <br /> <br />If denial of such a permit should occur, it shall accompany recommendations or determinations by <br />findings or a report stating how the proposed use does not comply with the standards set forth in <br />Section 30-654. <br /> <br />In the review of the standards for CUP as oudined, it appears that the request is consistent with all <br />of these standards. <br /> <br />Analysis <br />The two above ground storage tanks are 12-feet in diameter and 24-feet tall which is 4-feet shorter <br />than the shortest portion of the building. The two tanks are proposed to be located on the east side <br />of the building and are proposed to be milky white in color. The building will be earth-tone colors, <br />a tan limestone mixed with red rock, and red rock. These mixed with the concreted base will give a <br />warm golden appearance. <br /> <br />The tanks will be screened by the building from most of the properties of the Sandpiper Estates. <br />The tanks will not be screened by the building for those living in the Country Crossing townhome <br />area. Staff is recommending berming to help further screen the tanks from the residential areas. <br /> <br />Based on the possible future expansion area and view angles, the building will provide additional <br />screening from Sandpiper Estates. <br /> <br />Building Design <br /> <br />The drawings indicate the building will be tilt-up construction with material and reveal patterns. It is <br />unclear what the material changes are or the percentage of punched openings. The ordinance <br />requires 30% of the fa<;:ade to be a second approved material or 40% punched openings, with or <br />without glass. <br /> <br />Major exterior surfaces that are adjacent to any public street, public trail/path, or adjacent <br />residentially zoned properties shall not exceed 160 feet zero inches in length without a minimum <br />four-foot depth change (recesses, protrusions, or a combination thereof), with at least two feet of <br />such change to be in the entire height of the facade. The design of the building does not meet this <br />requirement.
