The Nortkstar <br /> Corridor Development Authority ('NCDA) has played an imperative role ia bringing the need ora commuter rail <br /> system ia the State of Minnesota to the forefront. <br /> <br />As you know, the Minnesota Department of Transportation (Mn/DOT) and the NCDA are currendy discuss/ag the <br />most beneficial organiT~tional structur~ for delivery of the Northstar Corridor commuter rail project. The <br />organization that w/Il deliver this project must be in compliance w/th current state statutory authority and must take <br />into consideration the organizational requirements of the Federal Transit Admir~tration for New Sm projects. <br />Further, Mn/DOT's role as the ultimate operator of the Northstar Corridor commuter rail line and the region-w/de <br />and system-w/de implications and impacts of policy decisions made during the development and consmzct/on of the <br />Northstar Coif/dot commuter raft project must be a consideration in the organi:,~tion of the project In light of these <br />authorities, requirements, and considerations, it is clear that Mn/DOTmuse establish effective control andprojecr <br />management of the Nortl~tar Corridor commuter rail Rrojece. <br /> <br />Part of the discussion of the organization w/Il involve identifying what contracts currently held by the NC"DA for <br />work on the North.star Corridor commuter rail project should be assigned to Mr~DOT. At th/s time, we are <br />requesting assignment of the folIow/ng contracts to Mr~DOT: <br /> <br /> · Ail contracts w/th UR&q~RW, thC., Oat are currently active, including the contract for preparanon or' the <br /> Major Investment Study as amended to include preparation of the Environmental impact Statement <br /> (Anoka Cotmry Contracts ~80089 and amendments) and the contract for Prelirmnarv Engin~rmg (PE) of <br /> the facilities outside of the Burlington Northern Santa Fe Railway (BNSF) Right-of-OCay (R-o-W). <br /> · The con=act ~,ith Mainline Management, inc., for capacity modeling and assistance with BN'SF <br /> negotiations (Anoka County Contract #990123). ' <br /> · The contract with Hark/ns Cunmngham, Attorneys .At Law (Anoka Cotmt7 Contract #990125). <br /> · The contract w/th Toltz, King, Duvall. Anderson & Associates. mc., ('r'r, DA) for PE within the BNSF R-o- <br /> W (Anoka County Contract #2000-0142). <br /> · Ail contracts with BNSF that are currently active, including the contract for review ofthe PE compie:ect <br /> with. in the BNSF R-o-W.
