DRAFT DRAFT DRAFT DRAFT <br /> <br />NORTHSTAR CORRIDOR DEVELOPMENT AUTHORITY <br />Regular Meeting Minutes <br /> December 7, 2000 <br /> <br />The Northstar Corridor Development Authority met in regular session on December 7, 2000, in the Board Room at the <br />Sherburne County Govemment Center, Elk River, Minnesota. <br /> <br />Present were: Betsy Wergin, Mary Richardson, Tim Yantos, Ken Stevens, Lynn George, Catherine Geisen- <br />Kisch, Jori Haukaas, Art Daniels, Jerry Goebel, Duane Cekalla, Lewis Stark, Patrick Cairns, Scott Harlicker, <br />Tom Cruikshank, Ewald Peterson, John Norgren, Paul Danielson, Jim McLean, Dean Michalko, Robert <br />Kirchner, Vic Oviatt, John Blaha, David Loch, Stephanie Klinzing, Bob Johnson, Gabriel Guevara, Jean <br />Keely, Mike Christensen, Ketli Neu, Terry Nagorski, Ray Friedl, Luci Botzek, Linda Jungwirth, Roger <br />Fraser, Tom Ryan, Peter Beberg, John Weaver, Tom Gamec, Peggy Aho, Sandy Carroll <br /> <br />1. The meeting was called to order at 4:30 p.m. <br /> <br />2. Paul McCarron presented the legislative update. <br /> <br />A motion was made by Ewald Peterson, seconded by Patrick Cairns and carried unanimously to <br />approve the agenda of December 7, 2000, and the minutes of November 2, 2000, as presented. <br /> <br />4. Executive Committee Report: <br /> <br />a) Ken Stevens reviewed responses to the City Resolutions on the Advanced Corridor Plan. <br /> <br />b) <br /> <br />A motion was made by Paul McCarron, seconded by Duane Cekalla and carried <br />unanimously to approve the recommendation of the Executive Committee that the Mn/DOT <br />Commissioner and NCDA submit to the Metropolitan Council and St. Cloud APO the <br />Advanced Corridor Plan, the resolutions from the cities and comments from the Counties, <br />and the response from Mn/DOT and the NCDA. <br /> <br />c) <br /> <br />A motion was made by Bob Johnson, seconded by Patrick Cairns and carried unanimously <br />to approve the recommendation of the Executive Committee that the NCDA advance the <br />2001 contract start date for Mainline Management and the NCDA agreement in order to <br />continue capacity modeling and BNSF negotiations. <br /> <br />d) <br /> <br />A motion was made by Art Daniels, seconded by Lewis Stark and carried unanimously to <br />approve the year end adjustment of the NCDA 2000 budget as set forth in the table dated <br />11/13/00, totaling $19,750,000 and the 2001 projected budget at $23,235,000. <br /> <br />e) <br /> <br />Paul McCarron gave an update on the Metropolitan LRTJPB's request to the Legislature <br />which includes a funding request which supports the NCDA funding request totaling $119 <br />million. <br /> <br />Two firms (Himle Hornet, Inc. and Padilla, Speer, Beardsley) responded to the RFP for Public <br />Information Services. A motion was made by Paul McCarron, seconded by Duane Cekalla and <br />carried unanimously to approve the recommendation of the Project Management Team to award the <br />RFP to Himle Homer, Inc. for professional services to conduct public information and participation <br />activities and authorize the Chair to finalize negotiations and execute a contract in an amount not to <br /> <br />Page l <br /> <br /> <br />
