THE MOTION CARRIED 4-0. <br /> <br />4.1. Liquor Ucense Transfer to the Elk River Country Club <br /> <br />The City Clerk noted that the Elk River Country Club is proposing to take over the <br />on-sale liquor license previously held by Jason Hines of Nature's Hideaway. <br /> <br />Councilmember Motin noted that last year he had represented the Elk River <br />Country Club in this matter. He stated that he did not feel it was a conflict of <br />interest and would be voting on the issue. <br /> <br />COUNCILMEMBER DIETZ MOVED TO APPROVE THE TRANSFER OF ON-SALE LIQUOR <br />LICENSE FROM JASON HINES OF NATURE'S HIDEAWAY AT THE ELK RIVER COUNTRY <br />CLUB TO THE ELK RIVER COUNTRY CLUB. COUNCILMEMBER KUESTER SECONDED THE <br />MOTION. THE MOTION CARRIED 4-0. <br /> <br />4.2. Central Business District Sidewalks <br /> <br />City Engineer Terry Maurer reviewed the tentative schedule for the downtown <br />sidewalk replacement project. He noted that the City needs to check with the <br />business owners, but according to city staff and the municipal utilities staff, an <br />early construction schedule is preferable to a later project. He explained that it is <br />anticipated to be about a two-month project. Terry Maurer reviewed the <br />proposed assessment schedule. He also explained the three proposed <br />assessment scenarios. <br /> <br />A per Unit Assessment <br />A per Front Foot Assessment <br />A 50/50 Frontage and Unit Assessment <br /> <br />The City Engineer noted that The HRA discussed the three different assessment <br />methods. Councilmember (and HRA member) Motin indicated that although the <br />HRA did not come to a conclusion on the amount of assessment, it was the <br />consensus of the HRA that Scenario C (50/50) was preferable. Councilmember <br />Dietz concurred with the HRA in that he also preferred the split 50/50 method. <br />Discussion was held by the Council regarding the amount that should be <br />assessed, however no conclusion was reached. <br /> <br />COUNCILMEMBER DIETZ MOVED TO ADOPT RESOLUTION 01-06 ORDERING A <br />PRELIMINARY FEASIBILITY REPORT IN THE MATTER OF THE DOWNTOWN SIDEWALK <br />REPLACEMENT IMPROVEMENT OF 2001. COUNCILMEMBER MOTIN SECONDED THE <br />MOTION. <br /> <br /> <br />
