THE MOTION CARRIED 4-0. <br /> <br />5.1. Appointment of Vice Mayor <br /> <br />COUNClLMEMBER TVEITE MOVED TO APPOINT COUNClLMEMBER DIEI'Z AS VICE <br />MAYOR FOR 2001. COUNCILMEMBER KUESTER SECONDED THE MOTION. THE <br />MOTION CARRIED 4-0. <br /> <br />5.2. Consider Resolution A,qainst the Sale of Wine and Beer in Grocery Stores <br /> <br />City Administrator Pat Klaers updated the council on the proposed legislation to <br />sell wine in grocery stores in the seven county metropolitan area. Liquor Store <br />Manager Dave Potvin noted that the Minnesota Municipal Beverage Association <br />is opposed to this legislation. <br /> <br />COUNClLMEMBER DIETZ MOVED TO ADOPT RESOLUTION 00-3 OPPOSING THE <br />CONCEPT OF ALLOWING WINE TO BE SOLD FOR OFF PREMISE CONSUMPTION AT <br />ANY OUTLET OTHER THAN A DULY AUTHORIZED OFF SALE LIQUOR STORE AND TO <br />ALLOCATE $5,000 FOR DUES ASSESSMENT TO HELP OPPOSE THE WINE IN GROCERY <br />STORES PROPOSAL. COUNClLMEMBER TVEITE SECONDED THE MOTION. THE MOTION <br />CARRIED 4-0. <br /> <br />5.3. <br /> <br />Acknowled,qe Receipt of Certificate of Achievement for Excellence in Financial <br />Reportin,q from the Government Finance Officer's Association <br /> <br />City Administrator Pat Klaers informed the council that the city has received the <br />Certificate of Achievement for Excellence in Financial Reporting for the 1999 <br />fiscal year. The city has received this award for eleven consecutive years, Pat <br />Klaers recognized the entire finance department staff for their efforts in achieving <br />this award. Mayor Klinzing also recognized and thanked the finance department. <br /> <br />5.4. Transfer of Corrow Sanitation's Contract to Randy's Sanitation <br /> <br />Building and Zoning Administrator Steve Rohlf noted that Randy's Sanitation is <br />purchasing Corrow Sanitation. Steve noted that the city attorney has approved <br />the transfer of the city's contract to Randy's Sanitation. <br /> <br />COUNClLMEMBER TVEITE MOVED TO APPROVE THE TRANSFER OF CORROW <br />SANITATION'S CONTRACT WITH THE CITY OF ELK RIVER TO RANDY'S SANITATION <br />ACKNOWLEDGING THE FOLLOWING FOUR FINDINGS BY STAFF: <br /> <br />RANDY'S IS CURRENTLY ONE OF THREE HAULERS THE CITY USES FOR <br />RESIDENTIAL REFUSE SERVICE. THEY HAVE DEMONSTRATED THEIR ABILITY TO <br />PROVIDE THIS SERVICE ADEQUATELY. <br /> <br />THE CITY WILL STILL HAVE TWO CONTRACTED HAULERS AFTER RANDY'S <br />PURCHASES CORROW. THE CITY ALSO HAS THE ABILITY TO HAVE ITS <br /> <br /> <br />
