Mn/DOT staff and its consultant Howard R. Green Company (HRG) will
be there to share the information gathered and analyzed in the development of the Draft Corridor
Management Plan. We need your input now before the Corridor Management Plan is finalized.

What is the Highway 10 Corridor?
The Highway 10 Corridor is approximately 48 miles long and extends northwest from I-35W in
Mounds View through Anoka and Sherburne Counties to the Highway 24 intersection in Clear
Lake. Highway 10 is one of seven interregional corridors established by Mn/DOT in January
2000 to address future transportation needs that connect regional trade centers throughout the
state.

Development of Corridor Management Plan
Input from the public meeting held in July 2001 was used, along with technical analysis of
existing conditions to help identify that there are deficiencies in the corridor, what they are, and
where they are located. The two advisory committees helped to develop an overall vision for the
corridor. A sub area vision was developed for each of the three sub areas to address the needs of
each. A range of alternatives were identified and evaluated against the measures of effectiveness
to determine a number of project concepts that could address the deficiencies in the Highway 10
Corridor. Measures of effectiveness for the Highway 10 Corridor include mobility and traffic
operations, safety, access and supporting roadway system, and alternative modes of
transportation. Input from the Advisory Committees helped to refine the number of project
concepts that were included in a concept-level cost estimate. A benefit/cost analysis was
completed for the remaining project concepts that were then prioritized into short-, medium-, and
long-term projects.

Eight Project Concepts Fulfill Vision - Estimated Cost $460 Million Over 20+ Years
The final list of alternatives includes eight major projects to address the future capacity and
safety needs along the Highway 10 Corridor. The total cost for all projects along the roadway is
estimated to be $460 million (2001 dollars). A number of interim projects to help improve safety
and mobility have also been identified that could be completed before or concurrently with the
