Memo to Mayor and City Council/CU 02-09 <br />April 15, 2002 <br />Page 3 <br /> <br />The total number of spaces required, based on gross building area is 214 (including <br />bathrooms, storage, Council Chambers, etc). This does not include the building area of the <br />fire garage, the EOC, the lower level of the Police Department, or the second level shell. <br />The number of spaces provided is 251. This includes six garage spaces and 37 spaces within <br />the impound lot. <br /> <br />Building Elevations <br /> <br />The buildings are proposed to be constructed of brick, rock face block, and E.I.F.S., all in <br />neutral, earth-toned colors. The existing cedar shake roof will be replaced with standing <br />seam metal in a complimentary color. <br /> <br />Landscape Plan <br /> <br />A landscape plan has been submitted that exceeds the ordinance requirements. Staff is <br />working with the Landscape Architect on a plan to reuse and/or relocate many of the <br />existing trees on the site. Native plant materials such as prairie grasses and flowers are <br />proposed in many areas to reduce maintenance, the need for irrigation, and the need for <br />chemicals. The landscape plan is being revised to reflect these changes. <br /> <br />Planning Commission Action <br /> <br />The primary concern of the Planning Commission at there meeting of March 26, 2002 was <br />traffic. They were concerned with emergency vehicle traffic on Orono Parkway, the distance <br />to Highway 10 if Orono Road was closed, and the level of traffic that could be supported by <br />Orono Parkway. The Fire Chief and City Engineer have addressed these issues in their <br />attached memo(s). Only two residents spoke regarding the proposal, and their concerns also <br />revolved around traffic, primarily the use of Orono Road by emergency vehicle traveling east <br />into downtown. Mr. Dilly, however, did express concern about reducing the glare from <br />lights. <br /> <br />The Planning Commission recommended approval of the request with the following <br />conditions: <br /> <br />2. <br /> <br />3. <br /> <br />4. <br /> <br />5. <br /> <br />THE BUILDING SHALL COMPLY WITH ALL APPLICABLE <br />BUILDING CODES. <br />THE LANDSCAPE PLAN SHALL BE REVISED TO COMPLY WITH <br />STAFF COMMENTS. <br />THE SIGNAGE SHALL COMPLY WITH THE INSTITUTIONAL <br />REQUIREMENTS OF THE R1C ZONING DISTRICT. <br />THE PARKING WILL MEET THE CODE REQUIREMENTS (214 <br />SPACES). <br />SIGNAGE AND WARNING LIGHTS SHALL BE INSTALLED ON <br />ORONO PARKWAY TO WARN PEDESTRIANS AND MOTORISTS <br />OF EMERGENCY VEHICLES ENTERING. <br />A RESIDENTIAL ROOFING MATERIAL SHALL BE USED, EITHER <br />ASPHALT OR CEDAR SHINGLES. <br /> <br />S:\PLANNING\Case Files\CU 02-09 City Hall\4 15CCmemo.doc <br /> <br /> <br />
