City Council <br />April 15, 2002 <br />Page 2 <br /> <br />office space, tellers, conference room, file room, lounge and restrooms. The facility will <br />have four drive-thru tellers. The proposed canopy is within an existing utility easement and <br />will need written permission from the easement holder prior to issuance of a building permit. <br />There are also provisions for a future building expansion. <br /> <br />Building setbacks are not defined in the Elk River Crossing PUD but the building does meet <br />the C3, Highway Business setback requirements. <br /> <br />Design Standards <br /> <br />The proposed building materials for the facades will be EIFS with accents of rock-face <br />concrete blocks at the base of the columns. The roofing material will be a prefinished metal <br />standing seam system. The entrance is clearly defined and the there will be EIFS banding on <br />the facades to break up the surface. The proposed design meets the design standards for Elk <br />River Crossing. There are two walls signs being proposed which do not exceed the <br />maximum size allowed. <br /> <br />The trash enclosure will be located within the building. <br /> <br />Landscaping & Signage <br /> <br />A landscape plan was not received from the applicant. They will be required to work with <br />staff to provide a landscape plan that meets the city's requirements. A monument sign is <br />being proposed near the southwest corner of the property. There is an easement in that <br />area and the applicant will need written permission from the easement holder to locate the <br />sign within their easement. <br /> <br />Parking and Circulation <br /> <br />Based on the square footage of the building and the City's requirement of one parking stall <br />for every 200 sq. ft., a total of 21 parking stalls would be required. The proposed layout <br />exceeds this requirement with a total of 36 total stalls. A minimum 10' setback from the <br />property line is also maintained. <br /> <br />Two (2) handicap-parking stalls are required for the building. The submitted site plan shows <br />one (1) stall, which does not meet the requirements. For parking lots with 26-50 stalls, there <br />is a minimum requirement of two accessible stalls. There is also a concern as to why the <br />proposed handicap-parking stall is located so far from the entrance. <br /> <br />The proposed layout provides two driveways to the site off of Zane Street. One access is at <br />the shared drive with the Conoco/Wash 'N Fill to the north and the second is off of a <br />shared drive on the south side of the property. <br /> <br />Sewer and Water <br /> <br />The City Engineer's memo addresses sewer and water.
