Downtown Revitalization Plan <br />Staff began research and development of a master revitalization plan for the CBD. The <br />purpose of the Plan is to provide direction for future redevelopment and revitalization activity <br />in the CBD. Components of the plan were completed in 2001 including a market analysis, <br />inventory of properties, evaluation of conditions, historic significance, and a visioning process. <br />During the visioning process, the HRA identified the Core CBD (South Hwy 10 to the River <br />between Morton Avenue & Parrish Street). as the priority revitalization area. Staff completion <br />of the Plan is anticipated in 2002. <br /> <br />The HRA received a redevelopment concept from Best & Hempel in June 2001. The concept <br />included redeveloping two blocks along the riverfront into mixed-use housing and <br />retail/office. The HRA authorized staff to request additional redevelopment proposals for <br />consideration. In addition, the HRA authorized the completion of a Historic Context Study <br />for an evaluation and recommendation of historically significant properties within the central <br />business district. City finance advisors, Ehlers & Associates, Inc. was authorized to <br />coordinate with staff a formalized request for proposals and redevelopment project for the <br />riverfront area. Proposals for the project are andcipated in Summer 2002. <br /> <br />HOUSING <br />In February 2001, the HRA authorized the completion of a housing study for Elk River. The <br />housing study was conducted by the Central MN Housing Partnership. The Housing Study <br />results were presented to a joint meeting of the City Council, HRA, and Planning Commission <br />for discussion. Further discussion on the City's role, goal and objectives in housing is <br />anticipated in 2002. <br /> <br />NE Comer Hw_y 169 (_~ Main Street Redevelopment <br />A redevelopment project for the NE Corner of Hwy 169 & Main Street was explored by the <br />HRA. Interest in a redevelopment project was received by developer, Kraus-Anderson and <br />request of the City's consideration of a Tax Increment Finance Redevelopment District. <br /> <br />BUSINESS PARK DEVELOPMENTS <br />[Vest Business Park <br />The following development projects were started/completed in 2001: <br />· 77,000 square foot SoftPac facility (completed) <br />· 25,000 square foot Allina Clinic (started) <br />· Two 22,500 square foot multi-tenant buildings on Joplin Street (completed) <br /> <br />A development concept for the Elk Path Business Center was reviewed by the EDA. The <br />concept included lots for office/warehouse and light manufacturing. The 80-acres of business <br />park is marketed by United Properties. <br /> <br />In Fall 2001, the City acquired the tax forfeit lot located at the southwest corner of Joplin & <br />Business Center Drive. <br /> <br /> <br />
