City Council Minutes Page 3 <br />November 12, 2002 <br /> <br /> The Council discussed the maps (showing trail locations and "no snowmobile" areas) <br /> labeled Option 2 and Option 3, with Option 3 being the most recent proposal. <br /> Councilmember Tveite indicated that he prefers Option 2 because he does not agree that <br /> snowmobiles and cars are a good mix on roads. Councilmember Dietz indicated he prefers <br /> Option 3 as long as the snowmobile club assists with enforcement. Councilmember Motto <br /> indicated that he prefers Option 3. Mayor Klinzing indicated that Option 2 was too <br /> restrictive and Option 3 was too lenient. She indicated she ~vould like to see the two options <br /> combined. Councilmember Kuester indicated that she preferred Option 3 and further <br /> indicated that she would like to see the local access sticker idea implemented to assist in <br /> enforcement and awareness. Councilmember Dietz indicated that he also likes the idea of <br /> the sticker and suggested that the City pay for the sticker the f~rst year. He indicated that he <br /> would also like to see a copy of the snowmobile map and regulations go to each person <br /> receiving a sticker. <br /> <br />COUNCILMEMBER DIETZ MOVED TO APPROVE SNOWMOBILE MAP <br />LABELED OPTION 3 AND TO ADOPT RESOLUTION 02-13 AMENDING <br />SECTION 1104 OF THE CITY CODE OF ORDINANCES (SNOWMOBILES <br />AND ALL TERRAIN VEHICLES) WITH THE PROVISION THAT A LOCAL <br />ACCESS STICKER, A COPY OF THE SNOWMOBILE ORDINANCE AND A <br />COPY OF THE SNOWMOBILE MAP BE MAILED TO OWNERS OF ALL <br />REGISTERED SNOWMOBILES IN THE CITY. COUNCILMEMBER MOTIN <br />SECONDED THE MOTION. THE MOTION CARRIED 3-2. MAYOR <br />KLINZING AND COUNCILMEMBER TVEITE OPPOSED. <br /> <br />5.6. Consider Gravel Mining Feasibili .ty Study <br /> <br />City Engineer Terry Maurer indicated that staff has looked at the feasibility of providing city <br />sanitary sewer and water service to the gravel area lying south of County Road 33 between <br />Trunk Highway 169 and the abandoned railroad bed. He noted that after reviewing the <br />situation, it is his recommendation not to proceed with a feasibility study at this time. Terry <br />Maurer reviewed his reasons for this recommendation as stated in his memo to the Mayor <br />and City Council dated November 7, 2002. The Council concurred and took no action on <br />the plans for a feasibility study. <br /> <br />5.7.A. Consider Boston and Concord Public Improvement Project Feasibility Study <br /> <br />City Engineer Terry Maurer indicated that an informational meeting was held with residents <br />of Boston Street and Concord Street regarding the possibility of installing sanitary sewer, <br />watermain and permanent urban streets on Concord Street and Boston Street. He indicated <br />that about two-thirds of the residents are interested in a feasibility study to determine the <br />cost and feasibility of such a project. <br /> <br />COUNCILMEMBER DIETZ MOVED TO ADOPT RESOLUTION 02-103 <br />ORDERING A PRELIMINARY FEASIBILITY REPORT IN THE MATTER OF <br />THE BOSTON STREET AND CONCORD STREET IMPROVEMENT OF 2002. <br />COUNCILMEMBER TVEITE SECONDED THE MOTION. THE MOTION <br />CARRIED 5-0. <br /> <br />5.7.B. Naples Street/186~'Avenue <br /> <br />City Engineer Terry Maurer indicated that an informational meeting was held with the <br />residents of Naples Street and 186th Avenue to discuss the potential of extending city <br /> <br /> <br />
