Canvass Municipal Election Results <br /> <br />COUNCILMEMBER KUESTER MOVED TO ADOPT RESOLUTION 02-102 <br />CANVASSING THE NOVEMBER 5, 2002, MUNICIPAL GENERAL ELECTION <br />RESULTS. COUNCILMEMBER TVEITE SECONDED TIlE MOTION. THE <br />MOTION CARRIED 5-0. <br /> <br />5.2. GFOA Finance Award <br /> <br />City Administrator Pat Klaers informed the Council that the City has received the Certificate <br />of Achievement for excellence in financial reporting for the year 2001. He noted that this is <br />the 13th year in a row that the City has received this award. Mayor Iadinzing and the Council <br />commended the Finance Department for their excellent work. <br /> <br />5.3: Consider Municipal Building Cleaning Contracts <br /> <br />Street/Park Superintendent Phil Hals reviewed the proposal for contract cleaning of the City <br />Hall, the Library and Lion's Center. <br /> <br />COUNCILMEMBER TVEITE MOVED TO AUTHORIZE THE HIRING OF <br />OPTIONS, INC. OF BIG LAKE TO CLEAN THE LIBRARY AT $689 PER <br />MONTH FOR A TWO MONTH TRIAL PERIOD WITH AN OPPORTUNITY <br />TO ADJUST RATES AT THAT TIME, AND TO HIRE TONI KARPE TO <br />CLEAN CITY HALL AND LION'S CENTER FOR $1,070 PER MONTH FOR <br />CITY HALL AND $350 PER MONTH FOR LION'S CENTER FOR A TWO <br />MONTH TRIAL PERIOD WITH AN OPPORTUNITY TO ADJUST RATES AT <br />THAT TIME. COUNCILMEMBER DIETZ SECONDED THE MOTION. THE <br />MOTION CARRIED 5-0. <br /> <br />5.4. Consider Request to Order 2003 Police Vehicles <br /> <br />Chief of Police Tom Zerxvas requested Council authorization to purchase four 2003 Ford <br />Crown Victorias from Elk River Ford. He noted that although the bid received from the <br />State Purchasing Contract was $50.27 less per vehicle, he preferred to purchase locally. <br /> <br />COUNCILMEMBER MOTIN MOVED TO APPROVE THE PURCHASE OF <br />FOUR 2003 FORD CROWN VICTORIAS FOR THE POLICE DEPARTMENT <br />FROM ELK RIVER FORD AT $22,143.37 PER VEHICLE. COUNCILMEMBER <br />TVEITE SECONDED THE MOTION. THE MOTION CARRIED 5-0. <br /> <br />5.5. Consider Amendments to City Code Chapter 1104 (Snowmobiles and ATV's) <br /> <br />Director of Planning Michele McPherson indicated that after the October 21~ Council <br />discussion pertaining to the use of snowmobiles and ATVs, staff has made some revisions <br />to the proposed regulations. Michele reviewed the recommended ATV "No Riding" area <br />and the revisions to the proposed snowmobile regulations. <br /> <br />Michele suggested that a local access sticker be issued to local snowmobilers to assist the <br />police department in enforcement. <br /> <br /> <br />
