The lighting standards include lighting to reflect the neighborhood scale <br />and pedestrian atmosphere that the developer is trying to create. General parking lot lighting <br />in the commercial area will be limited to 30 feet high. Additional language regarding the style <br />of architecture and character of the development should be included. For instance, the <br />commercial/office buildings should appear as though they are multiple smaller buildings, <br />similar to those downtown on Jackson Street, instead of one large building. It is important <br />that the Council is comfortable with the design standards as they will establish the character <br />of this development. <br /> <br />Landscaping <br /> <br />The applicant has submitted a preliminary landscape plan for the townhouse portion of the <br />project. The applicant will be working with staff on a final plan. A preliminary landscape <br />plan for the remainder of the project has not been submitted. <br /> <br />Planning Commission Meeting <br /> <br />At the Planning Commission meeting held on October 21't no one spoke at the public <br />hearing. The Commission discussed the need to make this a pedestrian friendly project. They <br />felt that pedestrians should be directed to cross Twin Lakes Road at the intersection with <br />Street B and not mid block at the two office buildings, and they wanted the pedestrian <br />crossing to be inviting. They also felt that some method of traffic calming should be <br />incorporated into the layout. The Commission also thought that the townhouses should at a <br />minimum comply with the exterior material standards of the R3 (Townhouse) zoning <br />district. The Commission wanted the area adjacent to the wetland to be kept in a natural <br />state. <br /> <br />Recommendation <br /> <br />The Planning Commission recommended that the City Council approve the following: <br /> <br />Zone Change to (PUD) Planned Unit Development based on the following findings: <br /> <br />1. Approval of the zoning request will not have adverse impacts on adjacent <br /> uses. <br /> <br />2. The zoning request is consistent with the land use designation of the <br /> Comprehensive Plan. <br /> <br />3.
