Elk River Station EAW

September 6, 2002

24. Odors, Noise and Dust

Will the project generate odors, noise or dttst during construction or during operation? [] Yes' [] No
If yes, describe sources, characteristics, duration, qttantities or intensity and any proposed mea6'~tres to mitigate
adverse impacts. ,4]so ident~; locations of nearby sensitive receptors and estimate impacts on them. Discuss
potential impacts on human health or qualio~ of life. (Note.' fitgitive dust generated by operations may be
discussed at item 23 instead of here.)

It is anticipated that noise levels will increase locally during construction of the Elk River Station. The
noise levels on and adjacent to the site will vary considerably depending on the pieces of equipment
being operated simultaneously, the percent of time in operation, and the distance from the equipment
to the receptors. It is anticipated that most construction activities will be confined to the hours
between 7:00 am and 7:00 pm and that a number of machines could potentially be operating
simultaneously. Noise generation estimates for various types of equipment that may be used on the
site are given in Ihe following table.

Table 24.1. Typical Construction Equipment Noise Levels

Machine Type Manufacturer Model Noise Level I Noise Level I Noise Level
(dBA) at 200'I (dBA) at 400'I (dBA) at 800'
Crane ' American 7260 70 64 58
Crane ' American 5299 58 52 46
Backhoe ' Link Belt 4000 80 74 68
BackhOe' John Deem 609A 73 67 61
Front Loader ' Caterpillar 980 72 66 60
Front Loader' Caterpillar 966 69 63 57
Scraper' Caterpillar 660 80 74 68
Scraper' Caterpillar 641B 73 67 61
Truck ~ Unspecified Unknown 79 73 67
Jack Hammer z Unspecified Unknown 76 70 64

Data originated from a Federal Highway Administration study published in 1973.
Data originated from the Traffic Noise and Vibration Manual, Illinois Department of Transportation, 1977.

Land uses adjacent to the project site include agricultural, Park and Ride lot, and large lot residential.
The most sensitive noise receptors are the large residential lots located north of the site. However,
this residential area is buffered from the proposed project site by a minimum of 600 feet of wetland
and open space. Consideration will be given to limitin9 the daily duration of a majority of the
construction activityto 7:00 am and 7:00 pm to help minimize objectionable effects of noise
generated by construction activity.

The construction process is also expected to generate some dust. It is not anticipated that fugitive
dust will be generated in objectionable quantities. Consideration will be given to suppression of
airborne dust by application of water if significant fugitive dust generation occurs during site grading.
It is not anticipated that construction or operation of the Elk River Station will generate significant
odors.

25. Nearby Resources

Are any of the following resources on or in proximity to the site?
~[f yes, describe the resource and identify any project-related impacts on the resource. Describe any measures
to minimize or avoid adverse impacts.

Archaeological, Mstorical or architecntral resources? [] Yes [] No

The project proposers' team has not identified cultural resources or evidence that would strongly
suggest cultural resources on the project site. A cultural review of this property was requested from

W Westwood Professional Services, Inc. Page 17
