10. <br /> <br />businesses, as almost all of the TH 10 traffic will bypass the CBD; the <br />negative impact to local traffic flow and patterns through the CBD from Wright <br />County Road 42 (Parrish Avenue bridge) to TH 10; and the major land use <br />impact and redevelopment that is required north of TH 10 where the new <br />access to and from TH 10 is proposed. <br /> <br />On the segment from 600 feet west of Proctor Avenue to the west City limits, <br />further analysis needs to be performed on the effects of a freeway design on <br />west Elk River businesses. If a freeway design is the best alternative, options <br />need to be explored regarding the location of the interchange. <br /> <br />The above comments and concerns were raised by the Elk River citizens <br />following a presentation on the two corridor plans on July 8, 2002, by <br />representatives of the Minnesota Department of Transportation. <br /> <br />Passed and adopted this 14th day of October, 2002. <br /> <br />ATTEST: <br /> <br />Stephanie A.
